This is a SOURCES SOUGHT notice to determine the capabilities of firms. This notice does not constitute a solicitation announcement, nor does it restrict the Government to an ultimate acquisition approach. No solicitation or technical scope of services is available currently. The Government will use the responses to this SOURCES SOUGHT notice to make acquisition decisions. Small businesses are strongly encouraged to review this SOURCES SOUGHT and submit according to the directions in this notice. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this notice. Responses to this SOURCES SOUGHT will be used by the Government to make appropriate acquisition decisions. The purpose of this notice is to gain knowledge of potentially qualified small and large business sources to include small businesses in the following categories: Small Business, Small Disadvantaged Business, Certified HUBZone, Woman-Owned, and Service-Disabled Veteran Owned. Work would occur as assigned to Districts within the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division, which includes Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville, and Pittsburgh Districts, though will primarily occur through the Huntington District. The NAICS code assigned to this procurement will be 541330. Contractor shall demonstrate through professional registration, company and personnel resumes, executed examples, and supporting customer feedback documentation the ability to provide engineering support for the following activities: Character of Services: Initial Geotechnical Investigations for: Reconnaissance and feasibility studies Preconstruction engineering and design services Construction activities Regional Geologic and Site Reconnaissance Investigations, to include: Survey of available information Field geotechnical observations and evaluations Map studies and remote sensing methods Geotechnical reporting Surface Investigations to include: Areal and site geotechnical mapping Site mapping Remote sensing Surface geophysical surveys Abandoned mine lands investigations Subsurface Drilling, Sampling and Testing (Explorations) Borehole geophysics Drilling records Drilling and sampling procedures Drive sample boring and sampling Undisturbed sample boring and sampling (vertical) Diamond Core Drilling, 2.125-inch or 2-inch Nominal Wire Live (NQ), Vertical or Inclined Diamond Core Drilling, 4-inch Diameter Cores, and 4-inch Nominal Wireline (PQ), Vertical Diamond Core Drilling, 5.875-inch Diameter Cores Confined Drilling Exploratory Hole-Pressure Testing (Hydraulic) Tests and Inspections of Open Exploratory Holes Sealing Exploratory Borings Geotechnical Investigations in support of Section 14 Emergency Streambank and Shoreline Projection of the Flood Control Act of 1946 Earth embankment and foundation seepage analysis Seepage management/control features design Risk-informed geotechnical assessment, analysis, and design Subsurface exploration, inspection, down-hole imaging Surface exploration from a floating plant Geotechnical materials testing (soil, rock, aggregate, stone, etc.) Instrumentation design, installation, and data collection, to include Piezometer and Inclinometer installation, materials, protection, etc. Gravity dams (locks and dam) uplift and drainage system expert services, and not for services in support of flood control dams and levees. Geotechnical investigations in support of power generation facilities at USACE locks and dams. Complex stability analysis for gravity dams, associated with locks and dams, and not for services in support of flood control dams and levees. Geologic/geomorphological site characterization including complex exhibits Rock mechanics expert services Seismic hazard, ground motion, and liquefaction studies Geophysical studies Laboratory investigations and testing Use of OpenGround, Cloud geotechnical database, Autodesk Civil3D CADD, Geostudio modeling software, and other geotechnical specialty software The submission is limited to 15 pages (30 front and back), to include: Offeror’s name, address, point of contact, phone number, and e-mail address. Offeror’s interest in proposing a solicitation if issued. Offeror’s capability to perform a contract of this complexity and examples of comparable work performed within the past 5 years based on the above criteria. Describe the professional qualifications of your firm. Provide the number and qualifications of registered professional personnel in the key disciplines noted above. Describe your firm’s capacity to perform up to approximately $2,500,000.00 in work of the required type within a one-year period and accomplish the anticipated work in an efficient and quality manner. Verification of Small Business Administration (SBA) certification(s). IMPORTANT NOTICE: Effective September 26,2018 and in accordance with FAR Clause 52.204-7, “an Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.” This does not apply to being able to submit a response for this sources sought but would apply to a synopsis this is posted for similar requirements.
