Notice of Intent to Sole Source – CARDINAL HEALTH 414, LLC– radiopharmaceuticals

Department of Health and Human Services · National Institutes of Health · NATIONAL INSTITUTES OF HEALTH OLAO
Account requiredWhy it scored this way

Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.

Solicitation documents

The requirements that decide a bid — bonding, clearances, experience minimums, page limits — live in the attachments, not in the notice above. Start a free trial to upload them and have them read.

Draft the paperwork

Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it. Federal notices routinely put the real requirement in an attachment; adding the documents above makes every one of these materially better.

Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.

What would disqualify you

Read straight from the solicitation documents: the bonding, clearances, insurance minimums, experience thresholds and deadlines that decide whether you can bid at all — before you write a word.

Compliance matrix

Every stated and implied requirement, its source section, whether it is mandatory, and where your response will address it.

Proposal outline

A submission skeleton where every required element is a heading with its source requirement quoted beneath it. You write the substance; nothing gets forgotten.

Questions to submit

Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.

Past performance write-ups

Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

Statement of work, as posted

This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. This procurement is for a purchase order NTE $900,000 for FDA-approved radiopharmaceuticals for patient care by the Nuclear Medicine Division, Department of Radiology and Imaging Sciences at the NIH Clinical Center. CARDINAL HEALTH is a reputed and reliable FDA and US NRC vetted supplier of the required radiopharmaceuticals by the Clinical Center. Based on the past 25 years of contracting with this vendor, this vendor is the only acceptable vendor because they provide a comprehensive list of radiopharmaceuticals that uniquely meets the patient needs of the NIH Clinical Center. They are the only provider that can supply all radiopharmaceuticals that emit gamma, positrons, beta and/or alpha radiations. They also use a patented tungsten delivery system for dispensing the high energy positron radiopharmaceuticals. This system minimizes radiation exposure to the staff and the public, as well as meeting the weight standard that reduces the potential weightlifting injuries to the staff. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 –Simplified Acquisition Procedures, Subpart 13.500 This subpart authorizes the use of simplified procedures for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold but not exceeding $9 million ($15 million for acquisitions as described in 13.500(c)), including options, if the contracting officer reasonably expects, based on the nature of the supplies or services sought, and on market research, that offers will include only commercial products or commercial services. Contracting officers may use any simplified acquisition procedure in this part, subject to any specific dollar limitation applicable to the particular procedure. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
