Requests for a solicitation will not receive a response. Responses to this sources-sought must be in writing. The purpose of this SOURCES SOUGHT ANNOUNCEMENT is for market research to make appropriate acquisition decisions and to gain knowledge of potential sources capable of providing the services described below. Documentation on technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. All emails must have as the subject line, Sources Sought Notice No. 36C24526Q0799 Cable Service. All information submissions must be received no later than 11:00 AM (EST) on Aug 28, 2026. Statement of Work To Provide Cable Programming to Perry Point VA Medical Center for the Base Period of Oct 1, 2026 through September 30th, 2027. Place of performance address and hours of operation: Bulk Television Services for 200 outlet drops throughout Perry Point Campus. Headend located at Building 20h. Perry Point VA Medical Center 59 Avenue D, Perry Point, MD 21902 Hours of operation: Monday - Friday 0800 1630 Scope and background: Continuing Current Television Cable Services with no changes in channels already established in both facilities. VA Provides headend for distribution of network signals, supporting the entire facility, common areas, bedside televisions and employee workspaces. All equipment is owned by the Facility and any needs or requirements to fix or replace equipment should be provided and proposed to the Contracting Officer Representative (COR) and/or Contracting Officer (CO). Contractor/Vendor will be responsible for providing all technical support required to maintain the signals at optimum efficiency and will assist in any resolutions deemed necessary to resolve such signal outages and/or deficiencies. This TV signal will be provided twenty-four (24) hours per day, seven (7) days per week, and three-hundred-sixty-five (365) days per year. Minimum Service Levels: The contractor shall provide cable television service that meets or exceeds the following specifications: Minimum 64 total channels including basic cable, extended cable, premium channels (as specified), high-definition (HD) channels where technically feasible, and all local broadcast channels available in the Baltimore, Maryland market. Channel lineups: The current selection of available channels will be displayed at the Contracting Officer, COR and CO s recommendations. Services must have the ability to be added and removed at will of the COR and CO. Uptime Minimum 99.5% availability per service location measured monthly (excluding scheduled maintenance with 72-hour advance written notice). 48-hour service interruption response required in-person if unable to resolve and restore services remotely. No Personally Identifiable information, Patient or employee information can or will be shared on the CCTV system. Operate and maintain a fully functional cable television distribution system delivering service to all required locations Ensure reliable, uninterrupted signal delivery to all service outlets, service quality standards support system modifications including addition, relocation, or removal of service outlets without degradation to existing service locations Ensure compatibility with existing distribution infrastructure unless the Government directs system changes via contract modification Installation and Equipment Standards: All equipment and installations shall comply with National Electrical Code (NEC) / NFPA 70 All work shall meet manufacturer specifications for installed equipment All installations shall comply with FCC regulations for signal quality and interference Exterior equipment installations shall not alter the historical appearance of existing buildings and shall comply with applicable historic preservation requirements All installations shall comply with VA facility safety standards and shall not obstruct egress routes or create fire hazards 3.3 Security and Compliance Requirements Physical Security: Contractor shall comply with VA Directive 6500 physical security requirements including equipment room access controls and personnel screening Headend equipment and critical distribution components shall be secured in controlled-access areas Contractor personnel shall meet all facility access and credentialing requirements per Section 10.2 Cybersecurity: The cable television system shall operate as a standalone broadcast distribution system with no electronic connectivity to VA IT networks (LAN/WAN/Internet) System shall provide broadcast distribution only (no interactive services, no data transmission, no patient information) Formal Certification and Accreditation (C&A) package is not required for standalone broadcast systems Contractor shall provide annual written certification confirming system remains standalone with no network connectivity Any proposed changes introducing network connectivity, interactive services, or data transmission require prior written approval from CO or COR.
