FOR INFORMATION ONLY: This is a Pre-Solicitation Notice only; a NOTIFICATION ONLY of an anticipated and forthcoming solicitation. Proposals WILL NOT be considered at this time. All questions regarding this notice should be submitted in writing via email to the Contract Specialist noted below. The United States Army Corps of Engineers (USACE), Seattle District, anticipates issuing a solicitation for the award of a firm-fixed-price (FFP) contract for the complete repair and modernization of Building 09690 at Joint Base Lewis-McChord, WA. Scope of Work: The project scope consists of non-personal construction services to execute a complete repair of the Heating, Ventilation, and Air Conditioning (HVAC) system and a modernization of the building’s Direct Digital Controls. Work includes the demolition of existing rooftop units and associated ductwork; installation of new, high-efficiency rooftop units and energy recovery ventilators; installation of new ductwork, registers, and grilles; and the installation of a new, complete, and usable BACnet-compliant Direct Digital Control (DDC) system with chiller capability. The new DDC system must be fully integrated into the existing JBLM enterprise-level Tridium Niagara N4 Supervisor. The project requires careful phasing and coordination as the facility will remain occupied and operational throughout the period of performance. The solicitation for this requirement will be issued as a Request for Proposals (RFP). Offers received will be evaluated using the highest technically rated with a fair and reasonable price approach in accordance with the Revolutionary FAR Overhaul (RFO) Part 15. The RFP will result in the award of a single firm-fixed-price contract. Project specifications and drawings will be issued with the RFP. In accordance with RFO 36.101-4, the USACE Acquisition Instructions provides the procedures applicable to definitization of equitable adjustments for change orders under construction contracts in addition to those described at RFO FAR 43.304, RFO DFARS 243.304 and AFARS 5143.304. Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the USACE is currently not available but will be compiled and provided in future announcements. Disclosure of magnitude of construction projects is estimated to be between $5,000,000 and $10,000,000. The North American Industry Classification System (NAICS) Code for this project is 236220, with a small business size standard of $45 million. Competition for this forthcoming RFP will be limited to Service-Disabled Veteran-Owned Small Business (SDVOSB) Concerns Only with a primary NAICS of 236220. Offers from other than SDVOSB concerns will be deemed ineligible for award. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. In accordance with RFO FAR 5.101(d), the solicitation will be posted no earlier than 15 days after the posting of this notice. On or about 22 August 2026, the RFP (solicitation) documents for this project will be available via the System for Award Management (SAM.gov) website at https://sam.gov/. To view and download the RFP documents, your firm must be registered in SAM. NO CDs OR HARD COPIES WILL BE MADE AVAILABLE. Offerors are responsible for checking the website frequently for any updates to this notice. Once the formal RFP is issued, all responsible sources may submit a proposal, which shall be considered by the agency.
