The Hawaii Air National Guard is requesting for quotations for their OHWS requirement. Quotations are due via email to Emma Newbegin, emma.a.newbegin.civ@army.mil, no later than 1000AM HST, 11 September 2026. Questions regarding the solicitation are due by 12:00 PM Hawaii Standard Time on Tuesday, 18 August, 2026. Electronic quotations must be submitted via e-mail to Emma Newbegin at emma.a.newbegin.civ@army.mil. Information provided from answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless the solicitation is amended in writing. if an amendment is issued, normal procedure relating to the acknowledgment and receipt of solcitation amendments shall apply. REQUIREMENT SCOPE (see attached PWS for full details): The purpose of the OHWS program is to reduce the frequency and severity of neck and back pain injuries, reduce duty time lost, improve quality of life, enhance readiness, and support fighter aircrew retention. The Contractor goal is to reduce injury rates and to increase the rate of fighter aircrew fully mission capable status. This OHWS program is intended to produce retention on a system-wide basis and is described as prehabilitation. Prehabilitation involves prevention of disability and pain experienced as a result of fighter operations through a program specifically designed to train and otherwise prepare aircrew for the rigorous demands of fighters. This program will target specific neck and back strength and conditioning training which will best prepare the aircrew. In addition, overall conditioning and health education, designed to bring aircrew to the peak of fitness, will further decrease the incidence and severity of neck and back problems. Further, through a program of data collection, to include objective and subjective information, the program will evolve as needed to ensure all efforts for improving the quality of life for aircrew are flexible and continue to be optimized. The North American Industry Classification System (NAICS) code for the solicitation is 541990 – All Other Professional, Scientific, and Technical Services Contractors with a small business size standard of $19,500,000. Place of Performance: The work will be performed at the Hawaii Air National Guard Campus, Joint Base Pearl Harbor-Hickam (JBPHH), HI 96853. Period of Performance: The estimated period of performance base year plus four option years, tentatively scheduled to start from September 30, 2026, to September 29, 2031. Solicitations shall not exceed 5 pages, and provide the following: One (1) signed copy of the Solicitation (SF1449) Vendor Name, Vendor POC, Vendor CAGE, Vendor UEI, Contact Ph#, E-mail, Discount terms (if applicable); Socio-Economic status; and completed Work Experience Form (attached) Additionally, in order to be eligible for award, all respondents shall complete all Representations and Certifications found within their profile in the System of Award Management (SAM) at https://www.sam.gov. The Government intends to evaluate offers and award a contract WITHOUT discussions with offerors. Therefore, the offeror's inital offer should contain the offeror's best terms. [RFO FAR 52.212-1(d)]. A quoter which requires the Government to execute a separate agreement with a third party shall be deemed technically unacceptable. Facsimile quotations will not be accepted.
