This is a sources sought notice for information and planning purposes and shall not be construed as an obligation on the part of VA. The purpose of this sources sought is to identify qualified businesses, including Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), small disadvantaged businesses (SDB), Women-owned Small Business (WOSB), Historically Underutilized Business Zone (HUBZone) Small Business, 8(a) Small Business, and small business concerns that are interested in and capable of performing the work described herein. The NAICS code is 541330, and the corresponding size standard is $25.5 million. Your responses to the sources sought will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The Palo Alto VA Medical Center has a requirement to hire an architectural firm to provide design services to replace and upgrade patient lifts at the VA Menlo Park Division (Buildings 331, 348, and 360). The project will install 141 new 600-lb capacity X-Y traverse track lift systems with scales and continuous charging, extend 24 existing lifts for bathroom coverage, and replace 30 aging motors to bring all Community Living Center resident rooms up to current VA Safe Patient Handling standards. The AE scope includes full site investigation, engineering assessment, and construction documents for all disciplines (architectural, structural, electrical, fire protection, etc.) with phased construction planning to keep the facility operational. Interested firms fitting one or more of these Socio-economic categories should send their information by email to alex.arter@va.gov no later than 12:00 PM Pacific Standard Time, August 20, 2026. The following information is requested in response to this notice: (1) Type of socio-economic category (e.g. SDVOSB, Small Business, etc.), if firm is a SDVOSB or VOSB, evidence of verification in VetBiz as a SDVOSB or VOSB (SDVOSB and VOSB firms must be verified on SAM and SBA VetCert); (2) A positive statement of your intention to submit a proposal in response to a solicitation for this project; (3) Evidence of your firm s experience in A/E services for parking lot structures (please provide contract descriptions and contract dollar amounts); (4) Evidence of your firm s ability to design and administer projects within a complex, active healthcare environment with stringent seismic requirements in San Francisco, California (please provide contract descriptions and contract dollar amounts); (5) Evidence that your firm can respond to and be on site at the San Francisco VA Health Care System within a four-hour window. All information must be submitted in sufficient detail for a decision to be made on the availability of interested firms fitting in one or more socio-economic categories. If adequate interest is not received, this action will not be set aside for SDVOSB, VOSB, WOSB, HUBZone, 8(a) small business, or small business firms.
