Sources Sought Notice for Schweitzer Engineering Laboratories SEL-2741

Department of Defense · Department of the Navy · NAVFACSYSCOM PACIFIC
Account requiredWhy it scored this way

Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.

Solicitation documents

The requirements that decide a bid — bonding, clearances, experience minimums, page limits — live in the attachments, not in the notice above. Start a free trial to upload them and have them read.

Draft the paperwork

Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it. Federal notices routinely put the real requirement in an attachment; adding the documents above makes every one of these materially better.

Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.

What would disqualify you

Read straight from the solicitation documents: the bonding, clearances, insurance minimums, experience thresholds and deadlines that decide whether you can bid at all — before you write a word.

Sources Sought response

A complete draft response — capability statement, relevant past performance, business size and socioeconomic status, and answers to the agency's specific questions.

Questions to submit

Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.

Past performance write-ups

Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

Statement of work, as posted

Notice of intent to use a brand name product. The Department of Navy, Naval Facilities Engineering Systems Command (NAVFAC), Pacific is conducting market research in accordance with FAR Part 10 to identify potential manufacturers capable of producing ruggedized, switchgear mounted, ethernet switches that have equal performance and listing/approval requirements as the SEL-2741 that is manufactured by Schweitzer Engineering Laboratories. Responses from third-party distributors, pass through resellers, or supply brokers who do not directly own the production line or manufacturing rights to a qualified equivalent product will not be considered responsive to this market survey. Fiscal Year 2027 SIOP PROJECT P-8026 ELECTRICAL BACKBONE located at Pearl Harbor Naval Shipyard and IMF Joint Base Pearl Harbor-Hickam, Hawaii, requires that the ruggedized, switchgear mounted, ethernet switches demonstrate the following salient characteristics: Industrial Ethernet Communications – Provide a managed industrial Ethernet switch to support reliable communications between protective relays, automation controllers, SCADA systems, meters, and other intelligent electronic devices (IEDs) within the substation network. Network Management and Security – Support managed network functions including virtual local area networks (VLANs), Rapid Spanning Tree Protocol (RSTP), port monitoring, traffic prioritization, Simple Network Management Protocol (SNMP), and user authentication to ensure secure, resilient, and maintainable communications infrastructure. Time Synchronization – Support Precision Time Protocol (PTP) transparent clock functionality, Network Time Protocol (NTP), and other time synchronization methods to provide accurate event time-stamping and coordination of protection and automation devices. Network Monitoring – Continuously monitor switch status, communications links, network performance, and diagnostic information. Generate alarms and event logs for communication failures, port status changes, and network faults to support system maintenance and troubleshooting. Substation Integration – Support integration with substation automation and SCADA systems through industry-standard Ethernet networking technologies and protocols, providing reliable communications for protection, control, monitoring, engineering access, and system diagnostics. This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify potential alternative ruggedized, switchgear mounted, ethernet switches that will satisfy agency requirements. To be considered, please submit detailed technical data in order for the Government to conduct a comprehensive evaluation of your product to ensure compatibility with the existing system. In accordance with FAR 15.101(c)(2), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague. Please do not submit company brochures. Please submit complete information via email to Ms. Michelle Gopwani-Lee via electronic mail at michelle.m.gopwani-lee.civ@us.navy.mil no later than 20 October 2026 at 12:00 p.m. H.S.T.
