THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. THE GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. This is a "REQUEST FOR INFORMATION" only. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential qualified Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) set aside pursuant to 38 U.S.C section 8127 and 8128. This is not a Request for Proposal or an announcement of a solicitation, and no solicitation package exists at this time. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The Department of Veterans Affairs, East Orange Health Care System, has a requirement for construction services for the renovation of the existing C Level utility space located at C Level of Building 1, at the VA New Jersey Health Care System East Orange Campus, 385 Tremont Ave., East Orange, NJ 07018-1023. This Project will renovate the existing C Level utility space located at C Level of Building 1 which will provide environmentally safe, comfortable, and compliant conditions for maintenance staff. The current HVAC equipment and plumbing systems are in poor condition causing continuous water & steam leakage. The improper function of pumps is leaving the pump-pit filled with water. Newly renovated space will optimize daily activities, routine maintenance of utilities and provide safe environment for maintenance staff at C Level at VA New Jersey Health Care System East Orange Campus. The work will be phased to minimize interruptions in service and to ensure that the hospital will continue to operate without any major repairs to the mechanical systems in the future. The VA is looking to award one firm-fixed contract to cover this project. The contractor shall provide a complete construction service, including but not limited to, all labor, material, equipment, supervision, inspections, submittals and as built drawings to perform all work as shown in the AE drawings and specifications. The contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for improving the condition of the condensate pit area, modification/replacement of C-Level supply and exhaust air systems, replacement of C-Level steam header and distribution, upgrades associated with C-Level mechanical room drainage, hazardous material remediation, upgrade/remediation of brine issues experiences in the C-Level mechanical space, replacement of insulation, replacement of antiquated pipe hangers, replacement of damaged/antiquated valving, modification/replacement of lighting throughout the C-Level space, architectural modifications, modification/remediation to the outside air intake in the C-Level mechanical space, replacement electrical panels, inclusion of systems monitoring, upgraded systems tagging/identification, replacement of ATS2, and any modifications upgrades required to comply with ADA and Physical Security requirements as required by drawings and specifications. Technical specifications and drawings will be provided by the government to interested offerors. The contractor is required to perform work specified herein and comply with Veterans Health Administration (VHA) specifications and VA regulations, policies, procedures, and conditions for work at the medical center and any applicable codes as per requirements of all governing agencies. The contractor performing this work must be able to obtain all necessary safety licenses and abide by state safety regulations for asbestos abatement and any other hazardous materials identified by the contract documents including required waste management. Capability statement should include Offerors type of business (small or large) and socioeconomic status whether Service-Disabled Veteran-Owned, Veteran-Owned, HUBZone, 8(a), Woman Owned, Small Disadvantaged, etc. Primarily seeking Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned (VOSB) and must be registered with VETS-4212 https://www.dol.gov/vets/vets4212.htm and verified with the seal in VetBiz https://www.veterans.certify.sba.gov/ to be considered for this credit. Same for/with subcontractor. The NAICS code being used is 238220Â Plumbing, Heating, and Air Conditioning Contractors, and the Size Standard is $19M. Magnitude of Project is Between $5,000,000 and $10,000,000. Responses must be received no later than 10:00 am EST, August 25, 2026. Offeror must provide the above requested information by the time and date specified to be considered a source. After review of the responses to this sources sought notice, a solicitation announcement may be published on the SAM website in the near future. Responses to this sources sought notice are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to a solicitation announcement in addition to responding to this sources sought notice. All responsible sources may submit a capability statement, to include bonding capacity which shall be considered by the East Orange VAMC. Please include the socio-economic status of your business. This is not a solicitation. If there is sufficient interest, a solicitation shall be posted on SAM.gov.
