The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst intends to solicit and negotiate on a sole-source basis with Aircraft Covers, Inc., d/b/a Bruce's Custom Covers, CAGE Code: 1LE67, for the procurement of Foam Sheets, P/N: NG-515 and NSN: 4920-01-615-1221, and Foam Pads, P/N: NG-505 and NSN: 4920-01-615-0440, in support of the MQ-4C Triton Unmanned Air System (UAS) Program. The Foam Sheets and Foam Pads are required to provide a protective padded surface for the removal and installation of structural components during Triton maintenance, and to support the AFT fuselage section of the aircraft during maintenance. The Government intends to solicit this requirement under the authority of 41 USC 1901, in accordance with the policies and procedures located at FAR 12.102. The Foam Sheets and Foam Pads are solely manufactured and distributed by Bruce's Custom Covers as the Original Equipment Manufacturer (OEM), who has confirmed that they do not have authorized distributors. The OEM owns the proprietary rights to the drawing and design of this equipment, and is not selling any of the rights. Bruce's Custom Covers is the only source with the requisite knowledge, experience, technical expertise and technical data to provide the required Foam Sheets and Foam Pads. There are no other manufacturers or approved distributors identified that are able to meet the Government's requirement, and no other items that can be sourced to meet this requirement. A solicitation will NOT be posted following the close of this synopsis, unless alternate offerors are identified. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) at https://www.sam.gov is mandatory for consideration. A determination by the Government not to open this requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract. Responses must be received within fifteen (15) days of publication of this notice via email, no later than 02 September 2026 at 4:00 PM Eastern time to Mairen Flanagan, mairen.e.flanagan.civ@us.navy.mil.
