COMBINED SYNOPSIS/SOLICITATION (i) General Description This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation No. 19GE5026Q0115 is issued as a Request for Quotations (RFQ) for Roof Replacement at the Deputy Chief of Mission Residence (DCMR) in Cairo, Egypt. This acquisition is not set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov/overhaul and www.acquisition.gov/dosar (ii) Line Items See the Schedule provided in Attachment 1 – Sections I-IV. (iii) Description of Requirement The contractor must furnish all supervision, labor, materials, equipment, transportation, permits, incidentals and construction services necessary for roof replacement at the Deputy Chief of Mission residence (DCMR) in Cairo, Egypt, as fully described in the Statement of Work, specifications, drawings, and other technical documents included with this solicitation. This is a bid-build construction project. Quoters are responsible for reviewing the entire solicitation package and all its attachments listed in attachment 1 - Sections I-IV. NOTE: Attachments 7-9 are provided separately through FAN.gov only. Interested parties must explicitly request access by email to the Contract Specialist at PfannkucheS@state.gov or, in her absence, the secondary point of contact for this RFQ DyaneA@state.gov, as identified on SAM.gov. The explicit access request must contain: Company’s Name and Physical Address Name of Requestor Name(s) and email address(es) of the company’s representative(s) to whom access should be granted Requests for access to Section J Attachments must be submitted no later than five (5) calendar days before the quotation due date. The Government does not guarantee that requests received after this deadline will be processed. No access will be granted after the quotation due date and time or after the RFQ closes. Quoters are strongly encouraged to request access as early as practicable. Any delay by a quoter to request access to the Section J Attachments must not constitute a basis for extending any solicitation deadline. All dates and times established in this solicitation remain firm unless changed by formal amendment issued by the Contracting Officer. (iv) Delivery, Performance, and Acceptance Performance under the resulting contract must occur at the Deputy Chief of Mission Residence in Cairo, Egypt. The Government will assess performance through inspection, coordination meetings, status reporting, testing, commissioning, and quality-assurance reviews. Acceptance will be based on the Contractor’s completion of the required work, compliance with the SOW, satisfactory correction of any identified deficiencies, and submission of required deliverables, including test, inspection, commissioning, as-built, warranty, and operation and maintenance documentation, as applicable. (v) Solicitation Provisions See Attachment 1 (Sections I-IV) (vi) Contract clauses See Attachment 1 (Sections I-IV) (vii) Site Visit, Submission of Questions and Quotations: Site Visit: See page 156 of Attachment 1 (Sections I-IV). Submission of Questions: Any questions, comments, exceptions, or clarifications concerning any aspect of the solicitation shall be prepared in writing and submitted to Contract Specialist Sarah Pfannkuche at email Pfannkuches@state.gov, not later than 15:00 hours Central European Summer Time (CEST) on August 13, 2026. The email subject line must read “Questions 19GE5026Q0115.” Submission of Electronic Quotation: Quotation shall be submitted as soon as possible but not later than 15:00 hours Central European Summer Time (CEST) on August 27, 2026 by email to Sarah Pfannkuche at Pfannkuches@state.gov. The email subject line must read “Quotation 19GE5026Q0115.” Electronic quotations must be submitted directly to the e-mail address provided in a format readable by Microsoft (MS) Word, MS Excel, or Adobe PDF as applicable. Files must not be compressed (zip / .rar etc). Individual emails must be limited to 50 MB. The Government must not be responsible for a quoter being unable to successfully transmit emails due to any file size constraints of e-mail systems. Quoters shall ensure that emails have been transmitted and that messages have not been returned “undeliverable”. USE OF ELECTRONIC DEPOSITORIES IS NOT PERMITTED (for example “We transfer”, google drive etc. ). (viii) Additional information Any other additional information required by 5.101(c): PSC: Y1FZ NAICS: 238160 This acquisition is conducted as a commercial acquisition under Revolutionary FAR Part 12, using Simplified Procedures at FAR 12.201-1, as supplemented by applicable construction policies at FAR 36. This solicitation is issued a Request for Quotation (RFQ), and any resulting award will be made by issuance of a Purchase Order. Standard Form 1442 is used solely as the purchase order form for this construction acquisition. Accordingly, notwithstanding terminology appearing on Standard Form 1442, references to 'offer,' and 'proposal,' shall be interpreted as 'quotation,' and 'quoter,' respectively, unless the context clearly indicates otherwise.
