Request for Proposals for Fresh Milk & Dairy Products support for DLA Troop Support to military customers in the South Carolina Zone.
Department of Defense · Defense Logistics Agency · DLA TROOP SUPPORT
Account requiredWhy it scored this way
Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.
The requirements that decide a bid — bonding, clearances, experience minimums, page limits — live in the attachments, not in the notice above. Start a free trial to upload them and have them read.
Draft the paperwork
Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it. Federal notices routinely put the real requirement in an attachment; adding the documents above makes every one of these materially better.
Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.
What would disqualify you
Read straight from the solicitation documents: the bonding, clearances, insurance minimums, experience thresholds and deadlines that decide whether you can bid at all — before you write a word.
Compliance matrix
Every stated and implied requirement, its source section, whether it is mandatory, and where your response will address it.
Proposal outline
A submission skeleton where every required element is a heading with its source requirement quoted beneath it. You write the substance; nothing gets forgotten.
Questions to submit
Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.
Past performance write-ups
Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

Comparable awards under NAICS 311511 at this agency — the incumbent, what they were paid, when their period of performance ends, and the real pricing distribution rather than the headline number. From public federal award records.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. The resultant contract will be issued as a firm-fixed price Indefinite Quantity Contract (IQC) with two pricing tiers for all items for the entire term of the contract. The contract period is expected to be from February 7, 2027, through February 2, 2030, and will include two pricing tiers. Tier 1 will be from February 7, 2027, to February 3, 2029. Tier 2 will be from February 4, 2029, to February 2, 2030. The acquisition will be issued on an unrestricted basis. The total length of the contract is 36 months (3 years) including all tiers. The solicitation contains one group: Group 1: South Carolina DoW Troops Offers are due No Later Than 3PM Eastern Standard Time, November 6, 2026. All responsible sources may submit proposals that will be considered by DLA Troop Support. Copies of the solicitation will be found on the DLA Internet Bid Board Systems (DIBBS) at https://www.dibbs.bsm.dla.mil and https://www.sam.gov. If not registered on DIBBS; prospective offerors will be required to do so prior to reviewing and downloading a copy of the solicitation. Requests for Proposals (RFP’s) are in the Portable Document Format (PDF). In order to download and view these documents, prospective offerors will need the latest version of Adobe Acrobat Reader. The software is available for free at http://adobe.com. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular August 26, 2025. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
