REQUEST FOR INFORMATION 2-for-1 Heatsink Remanufacturing 1.0 Scope This announcement constitutes a Sources Sought Synopsis and Request for Industry Comments (RFIC). DLA Aviation, 417th Landing Gear Squadron, and Enterprise Hill Commodity Council (EHCC) is conducting an RFIC for market research purposes to gather information regarding a potential 2-for-1 Heatsink Remanufacturing contract to include remanufacture of carbon heatsinks including, but not limited to, the following platforms F-16, F-15, C-130, and C-5. The National Stock Number Items currently considered for inclusion on the potential contract are listed below: 1630-01-478-4076 (F-16 Light Weight Heatsink Assembly) 1630-01-333-1843 (F-16 Heavy Weight Heatsink Assembly) 1630-01-652-8251 (F-15E/EX Heatsink Assembly) 1630-01-588-9014 (C-130 Heatsink Assembly) 1630-01-592-5894 (C-5M Heatsink Assembly) This list may be modified prior to solicitation. Initial Market Research indicates that Collins Aerospace is the original equipment manufacturer (OEM) and that the Government does not have complete, unrestricted data packages available. 2.0 Background The heatsink assemblies include all the parts that have friction which, when clamped together, cause a stop. The heatsink assembly is installed into the brake assembly. The brake assembly is the main deceleration and braking device for the aircraft. The brake is operated by hydraulic pressure from the aircraft hydraulic system. Subject Heatsink Assemblies are designed to be utilized for the F-16, F-15, C-130, and C-5 platforms. These items are a piece of hardware manufactured to exact measurements. Interface dimensions are unique, defined, tightly controlled and specific for each platform. Heatsinks are utilized by commercial airframes however, configuration, size and fit are specific for each and would not provide the required interface. Structural requirements dictated by airframe weight and operation are such that the configuration, material and processes cannot be altered. 3.0 Developing Strategy The Air Force seeks to develop a long-term contract to facilitate remanufacture of these Heatsinks. The following requirements were determined to be needed: Improved parts support for the Heatsinks field level repair and replacement, ensuring all needed parts are available to make repairs and keep the supply chain flowing. Improve material availability to the warfighter. Optimization of the inventory pipeline (parts availability) and pipeline storage costs. Reduced Costs. Ordering efficiently to take advantage of quantity sensitive pricing and to re-use previously thrown away used/condemned carbon. Increased reliability resulting in reduced condemnations. Intent of RFIC: Identify potential sources that are capable, experienced, and qualified in satisfying the requirement. Enhance competition by identifying contracting and sub-contracting opportunities. Request suggestions from Industry regarding the development of this contract.
