1.0 Introduction and Market Research Transparency This is a Sources Sought Notice issued by Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Yokosuka for market research and planning purposes only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Government is in the final phase of its market research for this requirement. Previous Requests for Information (RFIs) have been posted to the GSA eBuy and NASA SEWP portals. The purpose of this Sources Sought Notice is to identify the full scope of capable vendors on the unrestricted open market. The Government is specifically seeking to identify all qualified sources able to provide this complete solution (hardware and services) as an Open Market requirement. 2.0 Requirement Overview NAVSUP FLC Yokosuka is seeking to identify capable vendors who can provide both the brand-name hardware and the complex OCONUS installation services for a Motorola GTR 8000 Land Mobile Radio (LMR) System. 2.1. Hardware and Core Services Requirement: Vendors must be capable of providing the following list of equipment and associated installation/programming services: 2.1.1. One (1) Lot of Equipment to include: Two (2) GTR Repeaters, Three (3) GTR Basestations, Antennas, and Miscellaneous Hardware required for installation 2.1.2. One hundred twenty-four (124) Device Programming services for all APX 6000 Radios (LSV00Q00202A) 2.2. OCONUS Installation Requirement (Logistical Assumptions): 2.2.1. The Contractor shall be responsible for the complete on-site installation, programming, and system optimization at a designated U.S. Navy operational site in Japan, which shall be a remote island. 2.2.2. For quoting purposes, please use the following logistical assumptions: 2.2.2.1. Travel to Japan: The Contractor is responsible for all costs associated with travel, lodging, and per diem to reach mainland Japan (staging area). 2.2.2.2. Local Transit: The U.S. Navy will assist with the final transportation of personnel and equipment from the mainland staging area to the final designated installation site. 2.2.2.3. Site Support: The U.S. Navy will provide lodging and meals at the final designated installation site. 2.2.2.4. Clearances: Contractor personnel must be eligible for SOFA status and SPOT processing for base access. 3.0 Information Requested from Vendors Interested and capable open-market vendors are requested to provide a brief capability statement (not to exceed 5 pages) addressing the following: 3.1. Company Profile: Company Name, Address, CAGE Code, Unique Entity ID (UEI), and Point of Contact (Name, Email, Phone). 3.2. Business Size: Please state your business size and any socio-economic statuses under NAICS Code 334220. 3.3. Technical Capability & Partnership: A statement confirming your company's status as an authorized Motorola partner/reseller and your capability to perform all required OCONUS services as described in Section 2.0. Please briefly describe your experience with similar projects. 3.4. Contracting Approach: Please confirm that your company is willing and able to quote this entire requirement (hardware and services) as an Open Market procurement. 4.0 Submission Instructions This is an RFI for market research purposes only.
