THE UNITED STATES COAST GUARD REQUEST FOR PROPOSAL DIRECT LEASE Part 1: General Information Action Type: Solicitation / Request for Proposal (RFP) Solicitation Number: USCG-SOHV-LEASE-LOUISVILLE-2026 Title: Lease of Office and Special-Use Space in Louisville, KY for USCG Issuing Contracting Office: U.S. Coast Guard, Civil Engineering Unit Cleveland, Real Property Division Response Deadline: Sep 11th, 2026, 4:00 PM ET. NAICS Code: 531120 – Lessors of Nonresidential Buildings Place of Performance / Delineated Area: The Government's current location is the Mazzoli Federal Building, 600 Dr Martin Luther King Jr Pl, Suite 267, Louisville, KY 40202. Proposed properties located entirely within the boundaries of the Delineated Area depicted in Exhibit A (Delineated Area Map) are fully eligible. Additionally, properties located outside the boundary lines but within a 0.5-mile driving distance of the major roadways identified as the boundary lines will also be considered eligible. All eligible properties must adhere to all local, state, and federal codes, regulations, and standards, including the Architectural Barriers Act Accessibility Standard (ABAAS) and the Americans with Disabilities Act (ADA). This procurement will result in a direct Government lease with terms and conditions to be determined. Part 2: Synopsis and Authority The United States Coast Guard (USCG), a component of the Department of Homeland Security, requires office and special-purpose facility space to support the mission in Louisville, KY. The Government intends to award a Direct Lease to the responsible offeror whose proposal represents the best value to the government. This solicitation is issued in accordance with Federal Acquisition Regulation (FAR) Part 15 and 41 CFR 102-73. The resulting lease will be executed under the authority of 14 U.S.C. § 501(e). It is the responsibility of interested parties to monitor this posting on SAM.gov for any amendments. Part 3: Government Requirement – Space and Site The proposed property must meet the following minimum requirements. Offerors must provide a detailed response addressing their capability to meet each specification or propose a viable architectural layout that maximizes these functional requirements in a space-efficient footprint. Total Area: Total square footage of 22,000-24,000 Usable Square Feet (USF) under a fully serviced lease structure. General Space: Secured parking for 11 Government vehicles. 28 enclosed offices and 56 open-concept cubicles (48 sq ft). The property must meet, or be capable of being upgraded to meet, Interagency Security Committee (ISC) Facility Security Level 2 (FSL II) standards. Standards available upon request. The property must not be located within a 100-year floodplain as designated by the Federal Emergency Management Agency (FEMA). The Government requires 24/7/365 unrestricted ingress and egress to the leased space, the building, and the secure GOV parking area. Collaborative Spaces: Two (2) Small Conference Rooms (6-9 seats each). One (1) Medium Conference Room (10-13 seats). One (1) Large Conference Room (14-25 seats). Servicing Personnel Check-in/Walk-Up Station. Approx 1200 USF of Administrative Storage areas. Office Equipment and Mail Room areas. A Nursing Mothers Room. Support and Common Areas: General Building Storage, Janitor's Closet, and Trash/Recycling Room. Shipping and Receiving area. Break Room / Lunch Area including refrigerator and kitchenette. Vending Machine Area. Seating and Standing Waiting Area. Commercial/Residential Laundry Room. At least one (1) Unisex restroom, and dedicated Male/Female restrooms equipped with shower facilities. Medical Approx 300 USF for medical examination area and storage. Mission Areas: A floor-to-ceiling partitioned workspace configured with the following dedicated workstation groupings. Workstations sized to a minimum of 96 sq. ft per workstation: Group A Workstations: 6 workstations Group C Workstations: 3 workstations Group D Workstation: 1 workstation Group E Workstation: 1 workstation Situated immediately adjacent to the partitioned workspace, approximately 200 USF of secured-access administrative space and an additional 400 USF secured-access server room. Detailed command center design standards are available upon request. These secure spaces must be supported by dedicated, redundant 24/7 HVAC climate controls and a 24-hour emergency backup power generation system. Roof-mounted marine-grade VHF radio antenna with dedicated weather-sealed conduit and low-loss coaxial cabling routed directly to the command center. The antenna system must be physically and technically scaled to ensure clear, continuous radio communications along the Ohio River from Mile Marker 591 to Mile Marker 608. Note: Terminal radio equipment at the command center will be Government-Furnished Equipment (GFE), provided and installed by the USCG. Part 4: Lease Term and Evaluation Lease Term: The Government is seeking a total lease term of up to twenty (20) years. The proposed lease structure is a one (1) year firm (base) period with nineteen (19) one-year renewal option periods, exercisable at the sole discretion of the Government. Anticipated Lease Start Date: On or about September 20th, 2026. The Government's obligation is contingent upon the annual appropriation of funds. Evaluation Criteria: Best Value Tradeoff: The Government will make an award to the responsible offeror whose proposal is determined to provide the best overall value, considering both technical factors and price. Technical factors are equally as important as price. Price: The total evaluated price for the entire 20-year term. Technical Factors (in descending order of importance): Facility Readiness & Existing Infrastructure: Preference for properties requiring minimal Tenant Improvements, demolition, or construction time to meet mission requirements. Site Access & Security: The quality, safety, and security of site ingress/egress, as well as the security of the dedicated Government-Owned Vehicle (GOV) parking and overall site perimeter. Personnel Amenities: Preference for facilities with fitness center and/or proximity to local gymnasiums. Part 5: Proposal Submission Instructions Interested parties must submit a written proposal addressing all requirements herein. The proposal package must include: Property Details: Address, map showing location, and a narrative describing how the property meets all requirements in Part 3. Proof of Ownership/Control: Evidence of property ownership (e.g., deed) or legal authority to offer the space for lease. Floor Plan: A to-scale drawing showing the proposed layout and dimensions. Pricing Proposal: A detailed price quote showing: Shell Rent Operating Costs Tenant Improvements (TI): A detailed estimate of design and construction costs to meet Government specifications, and the proposed Amortization Interest Rate. Total Annual Rent: For the one-year base period. Option Years: Total annual rent for each of the nine (9) option periods. SAM.gov Registration: Proof of active registration in the System for Award Management (SAM.gov) including the Unique Entity ID (UEI).
