The Government requires the procurement of Opto 22 "groov" EPIC controllers, I/O modules, power supplies, chassis components, communication modules, and associated software licenses to support the Black Canyon Supervisory Control and Data Acquisition (SCADA) system. This equipment will be integrated into the existing Generic Data Acquisition Control System (GDACS) architecture and is required to maintain reliable operation, monitoring, and control of mission-critical hydropower infrastructure. Engineering analysis determined that the Opto 22 platform is required to maintain compatibility with the existing GDACS environment and avoid substantial redesign, software redevelopment, retraining, cybersecurity documentation updates, and associated duplication of costs. The requirement was validated and approved through ITAS Approval No. 20260409149063118. Award, if made, will be made to the source determined capable of meeting the Government’s requirements at a fair and reasonable price.
