Statement of work, as posted

This notice is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the FAR Part 12, Acquisition of Commercial Products and Commercial Services. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotation (RFQ) under solicitation number 80ARC026Q0004 for a Blanket Purchase Agreement (BPA) with Firm Fixed Price (FFP)) calls for Inspection Mesauring and Test Equipment (IM&TE) services at NASA Ames Research Center (ARC). The provisions and clauses in the RFQ are those in effect through FAC 2026-01. The NAICS Code and Size Standard are 811210 and $34M respectively. The offeror shall state in their offer their size status for this acquisition. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA ARC is required within 30 days after receipt of order. Delivery shall be free on board (FOB) Destination. The following clauses and provisions are incorporated; full text of the clauses and provisions may be accessed electronically at: FAR - FAR Overhaul - Part 52 | Acquisition.GOV NFS - https://www.hq.nasa.gov/office/procurement/regs/NFS.pdf Offerors shall provide the information required by FAR 52.212-1, Instructions to Offerors-Commercial Items, which is incorporated by reference. Adddenda to FAR 52.212-1 are as follows: A. SOLICITATION PHASE INSTURCTIONS – GENERAL A. Instructions: This section of the instructions to offerors prescribes the method by which the solicitation will occur. These instructions are designed to ensure the submission of necessary information at the proper phases of this solicitation. Offerors shall provide information required by FAR 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, which is incorporated by reference. Additionally, offerors shall provide the following information: Note: This BPA incorporates the Service Contract Labor Standards statute. The Contractor is responsible for compliance with the Service Contract Act (SCA) prevailing wages rates, policies, and procedures in accordance with the work requirements as specified on individual calls. Technical Capability: Offerors shall submit no more than 5 pages of their technical caapabiltities. Evaluation will be based on the Offeror’s ability to provide the services as defined in the Statemetn of Work and Addendum to 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services. 2. List of Past Performances: Offerors shall submit a list of up to three (3) past performances for which similar work to this solicitation has been performed within the past three (3) years from the date of issuance of the Request For Quotation (RFQ) which includes the following: a) Contract number (if applicable) b) Contract Type c) Contract Title d) Total Dollar Amount e) Period of Performance f) Customer Contract Name g) Customer Telephone Number h) Customer Email Address i) Compliance: You must include a Yes or No response for each compliance you have (refer to the Statement of Work 1.5.): ISO 9001/ASQC Q9001 ANSI/NCSL Z540.1-1994 ANSI/NCSL Z540.3-2006 3. Price/Services Rates: Offerors shall provide an hourly rate for repair and hourly rate for metrology. 4. Acceditation: Offeror shall submit proof of the following accreditation (refer to Statement of Work 1.5): ISO 9001/ASQC Q9001 ANSI/NCSL Z540.1-1994 ANSI/NCSL Z540.3-2006 Your company’s list of technical capabilities, past performances, price/service rates, and proof of accediation in response to RFQ # 80ARC026Q0004, shall be submitted electronically via email no later than Friday, August 31, 2026 at 2:00 p.m. PST. Submit to Jeanne Chun, Contracting Officer, at jeanne.s.chun@nasa.gov. Please include in the subject line, “RFQ # 80ARC026Q0004 IM&TE Calibration Services” in your email response. (End of Addendum) FAR 52.212-2, Evaluation -- Commercial Items (Nov 2021). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors are in descending order of importance and shall be used to evaluate offers: 1. Technical: Evaluation will be based on the Offeror’s ability to provide the requirements as defined in the Statement of Work and proof of accreditation. 2. Past Performance: This evaluation will be in accordance with FAR 12.203. 3. Price/Service Rates: Evaluation will be based on rate per hour for repair and rate per hour for metrology. Technical and past performance, when combined, are significantly more important than service rates. All offerors shall include a completed copy of the contractor’s representations and certifications in accordance to FAR 52.212-4 (u), Terms and Conditions – Commerical Products and Commeical Services or complete electronic annual representations and certifications at SAM.gov with its offer.
