This announcement constitutes the only solicitation. Quotations are being requested, and a separate written solicitation will not be issued. The Government intends to issue a Request for Quotation (RFQ) for the purchase of commercial services for an Independent Condition Assessment of Solar PV Systems at PRARNG Garrison Camp Santiago Joint Training Center (CSJTC) and Fort Allen. This acquisition is set aside 100% for Small Business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. This acquisition is not subject to the Defense Priorities and Allocations System (DPAS). NAICS Code: 561210 – Facilities Support Services (Size Standard: $47,000,000.00) Product Service Code (PSC): H361 (Inspection – Quality Control) / H359 (Inspection – Quality Control/Electrical/Electronic) Requirement & Place of Performance The prime contractor shall provide all personnel, equipment, tools, materials, transportation, supervision, and quality control necessary to perform a comprehensive technical, visual, electrical, structural, and thermal assessment of: Camp Santiago (CLIN 0001): Ground-mounted solar PV systems at Camp Santiago Joint Training Center, Salinas, PR. Fort Allen (CLIN 0002): Ground-mounted and carport solar PV systems at Fort Allen, Juana Diaz, PR. Period of Performance: 90 Calendar Days from the Date of Award (to include the comprehensive field assessments and submission of the final 100-to-200-page Condition Assessment Report). Place of Performance: Camp Santiago Joint Training Center, Salinas, PR Fort Allen, Juana Diaz, PR Delivery and Acceptance FOB Point: DESTINATION for review and acceptance of invoices, see acceptance schedule) Submission Instructions Deadline: 03 September 2026 at 2:00 PM AST (Atlantic Standard Time / Local Puerto Rico Time) Submission Method: Quotes shall be submitted electronically in one email containing three separate volumes to the primary mailbox: ng.prarng.purchasing-and-contracting.mbx@army.mil with copy to the Contracting Officer, Carlos Castro, at carlos.j.castro11.mil@army.mil. Include the solicitation number (W912LR26QA040) in the subject line. Questions: Submit questions to the same email addresses no later than 25 August 2026 at 4:00 PM AST (Recommended Date). Questions must relate to clarification of requirements, terms, and conditions only. Volume Instructions (per Tailored 52.212-1): Volume 1 – Priced Quote (No Page Limit): Completed and signed SF 1449 and any applicable amendments. Volume 2 – Past Performance (Max 3 Pages): At least two relevant project references within the past three (3) years of similar size/megawatt capacity. Volume 3 – Technical Suitability (Max 5 Pages): Technical approach, ESPC non-interference plan, safety procedures, and verification of key personnel qualifications (including NABCEP-certified solar PV technicians and certified thermographers). Basis of Award The Government will issue a Firm-Fixed Price (FFP) Purchase Order to the lowest-priced, conforming quote that conforms to all material aspects of the solicitation. As part of the evaluation, the Contracting Officer will conduct an Affirmative Responsibility Determination & Performance Risk assessment under RFO Part 9. If a quoted price is abnormally or unrealistically low, the contractor will be required to submit a detailed price breakdown to demonstrate they have allocated sufficient resources to: Retain certified solar PV technicians (NABCEP) and certified thermographers. Safely perform high-voltage (1000VDC) testing, IV curve testing, and insulation resistance (Megger) testing. Deliver the high-quality 100-to-200-page report within the strict 90-day period of performance.
