It is anticipated that the contract will be awarded on or before September 4, 2026. See the attached redacted Restricting Competition document, which is hereby incorporated into this special notice, for full details and explanation as to why competition is lacking. THIS IS NOT A REQUEST FOR QUOTES. There is no solicitation document. All responsible sources may submit a capability statement, proposal, or quotation which would be considered by the agency. Any response should demonstrate how the source can provide the requirements identified above without incurring unacceptable delays or duplicative costs to the Government. A determination by the Government not to compete this proposed contract is within the discretion of the Contracting Officer. Responses to this notice must be sent to ACC-APG, Natick Division via EMAIL ONLY to BOTH Edmund J. Bousaleh, Contract Specialist, edmund.j.bousaleh.civ@army.mil, and Stephen M. Reffel, Contracting Officer, stephen.m.reffel.civ@army.mil, no later than 1645 HRS EDT September 2, 2026. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice.
