Q&A Document is attached to this posting along with the new 1442 acknowledging the amendment to include Q&As. Amendment 2 (17 Aug 2026): Incorporate clause 52.223-2 Reporting of Biobased Products Under Service and Construction Contracts. Clarify performance begin event. The contractor shall begin performance within 10 calendar days of receipt of notice to proceed, and complete performance within 60 calendar days of receipt of notice to proceed. SOW updated to reflect performance clarification. ~~~~~~~~~~~~~~~~~~~~~~~~ The 180th Fighter Wing is issuing a Request for Quotes to award a single firm fixed-price contract for commercial construction services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, and supervision necessary for roof repairs on buildings 101 and 136, located at the 180th Fighter Wing (FW), Swanton, Ohio Air National Guard Base. Objective is Phase 1: Bldg. 101 Flat Roof & Standing Seam Eave Gutter Detail Repairs. Includes SW standing seam and eave gutter detail repair, West side downspout repair, East side Bilco door roof access curb re-seal, SW sanitary stack repair (including ISO board replacement and new membrane), replacement of 30 walk mats, East side mini-split roof penetration re-seal, and repair of East Side N/S and E/W seams (approx. 1,300 feet). Phase 2: Bldg. 136 Roof Repair and Solar Panel Decommissioning. Includes demolishing and removing electrical lines from the inverter to all solar panels, removing the cable tray, blocking off the base, removing all solar panel rows, and repairing all burn marks in the roof membrane using a compatible patch. In accordance with the attached Statement of Work. The contract duration will be 60 days after award. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 238160, with a size standard of $19,000,000.00. The magnitude is between $25,000 and $100,000. Alternative payment protections apply under clause 52.228-13. The contractor shall submit one of the following payment protections: An irrevocable letter of credit (ILC), A tripartite escrow agreement, Certificates of deposit, or a payment bond. The amount of the payment protection shall be 100 percent of the contract price. The submission of the payment protection is required within 10 days of contract award. The payment protection shall provide protection for the full contract performance period plus a one-year period. Except for escrow agreements and payment bonds, which provide their own protection procedures, the Contracting Officer is authorized to access funds under the payment protection when it has been alleged in writing by a supplier of labor or material that a nonpayment has occurred, and to withhold such funds pending resolution by administrative or judicial proceedings or mutual agreement of the parties. When a tripartite escrow agreement is used, the Contractor shall utilize only suppliers of labor and material that signed the escrow agreement. An optional site visit will be held on Monday August 17th, 9am local time, at the 180th Fighter Wing 2660 S Eber Rd, Swanton, Ohio 43558. Interested parties are required to RSVP to 180.fw.contracting@us.af.mil with the number of visitors attending, names, and company information by 17 August 7am local time. REAL ID drivers license is required for access to the installation, those without compliant identification will not be allowed on base.
