NON-COMPETITIVE/INTENT TO AWARD PRESOLICITATION NOTICE The U.S. Geological Survey (USGS) Water Mission Area, Hydrologic Instrumentation Facility, intends to award a non-competitive purchase order to In-Situ Inc, located in Fort Collins, Colorado, for In-Situ equipment repair, maintenance, calibration services, and repair parts to be delivered to Tuscaloosa, Alabama for the period of one year from the date of award with two option years thereafter. In-Situ Inc. is the only source reasonably available for this requirement because it is the proprietary manufacturer of the equipment to be maintained. In-Situ possesses technical knowledge, drawings, patents, specialized tools, proprietary knowledge, and parts to properly repair, maintain, and calibrate the equipment. Other manufacturers do not have access to the technical knowledge and patents required to perform these services, which could compromise equipment repair and calibration and adversely affect the quality of data collected. Market research did not identify any other authorized sources capable of providing the required services. Award to In-Situ will also provide continuity of equipment and standardization of repair parts and components within the existing USGS infrastructure. In accordance with Revolutionary FAR Overhaul (RFO) 5.101(c)(4)(vi), all responsible sources may submit a quotation which shall be considered by the agency, however, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The Government intends to award this requirement noncompetitively in accordance with RFO 12.102(a).
