This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 70Z03326QSEAT0020 is issued as a RFQ for Janitorial Services for Base North Bend and Air Facility Newport. This solicitation incorporates provisions and clauses by reference are those in effect through Federal Acquisition Circular 2026-01 effective 03/13/2026. This acquisition is set-aside 100% for SMALL BUSINESS. The Size Standard is $22M. A site visit will be held for interested quoters. One Base Year (2026-2027) and Two Option Years (2027-2029). A complete submission must not exceed 15 pages and shall consist of the following parts: Part 1: Price Quotation A detailed Price Breakdown for the total firm-fixed-price. The breakdown must separate the costs for the following: Hourly Rate per Employee Monthly Rate, Yearly, and Grand Total Part 2: Technical Proposal The Technical Proposal shall not contain any pricing information. It must provide a clear, concise narrative demonstrating the quoter’s understanding of and ability to meet the requirements of the Statement of Work (SOW). Simply reiterating, paraphrasing, or "parroting" the requirements outlined in the Performance Work Statement (PWS) is not acceptable. The proposal must detail the specific methods, resources, and management techniques the quoter will use to meet the PWS standards. The proposal must include: Staffing, Subcontracting: Provide a detailed staffing plan outlining the total team size and labor mix. You must explicitly state whether you intend to use subcontractors. If using subcontractors, identify them, outline the exact percentage of work/labor they will perform, and describe your plan for managing their quality and performance. Dual-Location Logistics and Supervision Plan: Provide a detailed plan for how your on-site supervisor will manage and oversee work at both U.S. Coast Guard Base North Bend and AIRFAC Newport. The plan should address how they will split their time, conduct inspections at both sites, and serve as the primary point of contact for Government personnel. Equipment and Supply Management: Provide a list of contractor-furnished equipment you will use for this contract. Detailed Work Schedule & Staffing Matrix: Provide a detailed weekly work schedule in a matrix or table format. This schedule must, at a minimum, show: The specific buildings to be cleaned each day at both Base North Bend and AIRFAC Newport. The exact start and end times for each cleaning shift, ensuring they fall within the required service windows outlined in PWS Section 2.4 (e.g., 1400-2200 for most buildings, 0800-1500 for AIRFAC Building). The number of janitorial staff assigned to each building during each shift. A brief description of how you will adjust schedules to perform work around federal holidays, as required by PWS Section 2.6. Evaluation: The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. An award will be made to the responsible offeror submitting the lowest-priced technically acceptable. The following factors will be used to evaluate offers: Technical Capability: The offeror’s proposal will be evaluated to determine if it meets the technical specifications and performance requirements outlined in the PWS. This will be evaluated on an Acceptable/Unacceptable basis. Past Performance: The Government will evaluate the offeror’s recent references and past performance to assess the risk of contract execution. The Government may utilize CPARS, market research, and references provided by the offeror. Pricing: Price will be evaluated to ensure it is fair and reasonable. Under FAR 4.1103 prospective contractor shall be registered in System Award Management (SAM) prior to award.
