The General Services Administration (GSA), Public Buildings Service (PBS), Office of Acquisition Management intends to hire a construction contractor to replace and modernize the emergency voice fire alarm system at the Internal Revenue Service (IRS) Headquarters Building, located at 1111 Constitution Avenue NW, Washington, DC 20224. Constructed between 1928 and 1936, the federally owned IRS Headquarters Building is a historic seven-story facility within Washington, DC’s Federal Triangle District. The building contains more than 1.4 million gross square feet and houses approximately 2,600 IRS employees, including the Office of the Chief Counsel. The existing Edwards Signal EST 3 fire alarm system has reached the end of its useful life and replacement is required to ensure reliable emergency notification, improve maintainability, and provide emergency voice communication features consistent with the National Fire Alarm Code and current GSA requirements. Pre-Proposal Conference and Site Visit Date: July 21, 2026 Time: 9:00 a.m. local time Location: Virtual, followed by an in-person site visit at: 1111 Constitution Avenue NW, Washington, DC 20224 GSA will host a virtual pre-proposal conference to brief Offerors on the project, source selection procedures, and procurement process. A site visit will immediately follow for in-person attendees.
