This is a PRE-SOLICITATION NOTICE; THIS IS NOT A SOLICITION. This solicitation notice is solely for information and planning purposes. The Government is not obligated to and will not pay for any information received from potential sources as a result of the synopsis. It does not constitute a solicitation for bid or quotes, and should not be construed as a commitment by the Government. The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to solicit and negotiate a sole source firm fixed price contract under the authority of 10 U.S.C. 3204(a)(1) and in accordance with RFO 6.103-1. The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNYS & IMF) intends to solicit to Cepeda Associates, Inc., to provide technical services to PHNSY & IMF for the removal, refurbishment and re-installation of the #1 and #2 scrubbers onboard a Virginia-Class submarine. In accordance with CD 2026-O0017 (DFARS PGI 206.103-170(d)) a sources sought notice was posted on the Government Point of Entry, sam.gov, from 12 August 2026 – 17 August 2026 to satisfy the requirement. The Government received a response from one company expressing interest, but the company did not submit a capability statement. Therefore, the Government determined that the interested party is not capable of fulfilling this requirement. This presolicitation does not constitute a request for proposals. Submission of any information in response to this notification is purely voluntary and the Government does not assume financial responsibility for any costs incurred. This posting serves as a presolicitation notice in association with N32253-26-R-0003 and in accordance with RFO 5.101. A solicitation notice will be posted on or about 02 September 2026.
