The 3PM deadline remains the same. ------------------------------------------------------------------------------------- Note: Time for site visited has been corrected to 10AM Arizona Time. -------------------------------------------------------------------------------------- The USIBWC is issuing a Solicitation (negotiated) for the design and construction (design-build) of the Sludge Dryer Building within the USIBWC’s Nogales International Wastewater Treatment Plant Project, in Rio Rico, Santa Cruz County, Arizona. This new building shall house the sludge dryer purchased for the plant. Description of the Work: Work as noted in the SOW: The project includes: Design and construction of a new building to accommodate the sludge dryer system and associated equipment. Demolition of the existing belt filter presses and related polymer system components (excluding concrete foundations, overhead structure, and electrical motor control centers). Relocation of an existing three-sided metal structure. All associated site work, utilities, permitting, and commissioning to deliver a fully operational, code-compliant, and ready-to-use facility. The final product shall be a fully commissioned, turn-key building with all required utilities (water, sanitary sewer, communications, electrical, fire protection, etc.) and site improvements, ready for immediate use upon completion. 2. Project Location Nogales International Wastewater Treatment Plant Santa Cruz County, Arizona (31°26'56.58"N, 110°57'49.33"W) 3. Procurement Approach Type: Design-Build (DB) Contract Structure: Firm Fixed Price Period of Performance: 365 calendar days after Notice to Proceed (NTP) Set-Aside: The Government anticipates a small business set-aside, subject to market research results. 4. Scope of Work Highlights Phase 1: Design Site investigation, surveying, geotechnical investigations, and design development. Preparation of construction documents, technical specifications, and all required reports. Coordination with stakeholders and regulatory agencies. Phase 2: Construction Site preparation, demolition, and relocation activities. Construction of the new sludge dryer building and installation of all required systems. Quality control testing, commissioning, and project closeout. Compliance: All work must comply with federal, state, and local codes, including NEPA, OSHA, ADA/ABAAS, and applicable environmental and safety regulations. The contractor is responsible for all required permits and coordination with utility providers. 5. Submission Requirements (When Solicitation is Issued) Interested offerors will be required to submit: Qualifications and relevant experience with similar design-build projects. Technical approach and project management plan. Past performance information. Price proposal. NDA for Site visit 6. Anticipated Timeline Solicitation Release: 16, 2026 Site Visit: July 24, 2026 at 10 AM Local. An NDA is required. Questions due: July 29, 2026 at 3 PM MDT. Proposal Due Date: August 14, 2026 at 3PM MDT. 7. Additional Information This notice is a request for proposals. The solicitation, specifications, and drawings will be made available on SAM.gov. Magnitude is between $1 million and $5 million. All interested parties are encouraged to monitor SAM.gov for updates. Questions regarding this notice may be submitted via email to the Contracting Officer listed in the forthcoming solicitation. A site visit is scheduled for July 24, 2026, at 10AM local time. Names of individuals who plan to attend along with an IBWC Form 358 Non-Discloser Agreement (NDA) shall be furnished before 3:00 PM MDT (CO’s local time) on Wednesday, July 22, 2026, by email submission to seone.jones@ibwc.gov. PPE will be required for this site visit (hard hat, safety shoes and vest). IBWC will not provide PPE. A maximum of 2 per company will be allowed. Vendors must check in with a valid ID at the administration building and let them know they are attending a site visit/walk through. All visitors must be escorted by IBWC personnel. Photos/videos will be allowed with some restrictions. No photos of gates, fences, security features such as cameras, access points or IBWC personnel are allowed on this site visit. Only photos/video of the current sludge drying equipment will be allowed. An NDA (IBWC_Form_358_Nondisclosure_Agreement - NIWTP Biosolids Sludge Dryer Alternative Building D/B.pdf) will need to be completed prior to the site visit. Potential bidders can complete an NDA at the Pre-Proposal Conference/Site Visit. All work is proposed to be completed within three hundred and sixty (365) calendar days after the Notice to Proceed. The time for completion of final paperwork is included in the three hundred and sixty (365) calendar days. The time stated for completion shall include final cleanup of the premises. The final design and construction Contract durations will be negotiated with Offerors during the Phase Two technical proposal evaluations. The Solicitation will be issued pursuant to FAR Subpart 36.3 - Two-Phase Design-Build Selection Procedures. Phase One shall include evaluation of technical qualifications and capability to perform and Phase Two shall include evaluation of technical proposal and price.
