NOTICE OF INTENT TO AWARD A HUBZONE SOLE SOURCE 1. GENERAL INFORMATION: The Department of the Air Force, Air Force Materiel Command (AFMC), AFSC OL:H/PZIEB at Hill AFB, intends to award a sole-source, firm-fixed-price contract for the manufacturing and delivery of custom E-6 Portable Automated Test Set (PATS)70-A Fuel Quantity Indicating System (FQIS) Build-to-Print Kits. 2. STATUTORY AUTHORITY: This sole-source acquisition is issued under the statutory authority of 15 U.S.C. 657a, as implemented by FAR 6.302-5 (Authorized or Required by Statute), FAR 19.203 (Relationship among small business programs), and FAR 19.1306 (HUBZone sole source awards). 3. INTENDED SOURCE: The Government intends to award this contract to Cherokee Nation Aerospace Defense, an active SBA-certified HUBZone small business concern (UEI: MDECKDN1HW18, CAGE Code: 82ML8). 4. DESCRIPTION OF REQUIREMENT: The contractor shall manufacture, test, and deliver 7 custom E-6 Portable Automated Test Set (PATS)70-A Fuel Quantity Indicating System (FQIS) Build-to-Print Kits in accordance with the Government's Technical Data Package (TDP). These cables are critical to diagnosing 16 aircraft components on Navy aircraft, E-6, the Boeing Airborne Command and Control aircraft, and require highly specialized manufacturing capabilities to ensure compatibility with existing legacy enclaves. The total estimated value of this contract action is $400,000.00, with a performance period of 25 weeks after receipt of order. 5. MARKET RESEARCH & JUSTIFICATION: A public Request for Information (RFI) / Sources Sought Notice was previously published on SAM.gov under Notice ID FA8228260159KH. Based on the technical evaluation of the responses received, only the intended source possesses the required technical capability, tooling, and certified quality controls to meet the immediate delivery schedule of the Air Force. The Contracting Officer has determined there is not a reasonable expectation of receiving competitive offers from two or more HUBZone concerns. 6. RESPONSE INSTRUCTIONS (DISCLAIMER): This notice of intent is NOT a request for competitive proposals or quotes, and no competitive solicitation package will be publicly issued. However, any responsible HUBZone source that believes it can meet the Government's requirement may submit a written technical capability statement demonstrating its ability to manufacture and deliver identical, fully compliant cables. Responses must be submitted via email to the Primary Point of Contact listed below no later than 8/28/2026 at 4:00 PM MST. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
