The United States Army Corps of Engineers (USACE) Sacramento District (SPK) requires design-bid-build (DBB) construction services to be performed in support of the Natomas Reach I Contract 2 (RIC2) at Sacramento, California (CA). The project supports the American River Common Features (ARCF), Natomas Basin Project, located within the great Sacramento region of California. RIC2 is a continuation of Contract 1 which provided cutoff walls for seepage mitigation in the levees for the entire reach of Natomas Reach I, extending from Northgate Boulevard to Gateway Oaks Drive along the American River levee. Contract 2 project requires flattening the landside slope along the American River from Gateway Oaks Drive to the Northgate Boulevard and along the NEMDC. Total length of slope flattening is approximately 2.18 miles and includes site excavation and re-use of approximately 15,000 cubic yard levee embankment fill and borrow site excavation and import of approximately 12,000 cubic yard levee embankment fill. The work also includes the relocation of utilities, construction of a 12-foot maintenance road at the landside toe, and tree removal. Activities that impact the levee prism will only be permitted between 15 April and 1 November. The estimated cost for the project is $10,000,000 to $13,000,000. The Government intends to solicit an Invitation for Bids (IFB) that will result in award of a firm-fixed price contract. The North American Industrial Classification System (NAICS) code is 237990, Other Heavy and Civil Engineering Construction. The small business size standard for this NAICS, as established by the United States Small Business Administration (SBA), is $45,500,000.00 annual revenue The Product and Service Code (PSC) is Y1LC, Construction of Tunnels and Subsurface Structures. The solicitation is issued as a total small business set-aside through the Procurement Integrated Enterprise Environment (PIEE - https://piee.eb.mil) and Governmentwide Point of Entry, the System for Award Management (SAM - www.SAM.gov).The Government will conduct a pre-bid conference and site walk on 17 August 2026. The solicitation and attachments are posted in Portable Document Format (.pdf) which will require Adobe Acrobat Reader to open and view files. Adobe Acrobat Reader may be downloaded free of charge at http://www.adobe.com/products/reader. All prospective Offerors should be registered in the PIEE system at least one (1) week prior to the anticipated bid due date. Registration is not required to download any forthcoming solicitation documents, plans, and/or specifications, but IS required to submit a bid. Copies of the solicitation and attachments are available for inspection when accessed through PIEE. Failure to register in PIEE will prevent submission of bids as the Government will not accept them by any other means. All prospective Offerors must be registered in SAM before the anticipated solicitation closing date.
