This is a notice of intent to solicit and award a sole source contract in accordance with the acquisition of commercial products and commercial services under the simplified acquisition threshold pursuant to Revolutionary FAR Overhaul (RFO) Subpart 12.102, Restricting Competition. The Department of Homeland Security (DHS) Office of Procurement Operations (OPO) on behalf of the DHS Science and Technology Directorate (S&T) hereby issues this notice of intent to award a sole source contract to Hagerstown Paint & Glass (HPG) Windows and Doors, 18136 Oak Ridge Drive, Hagerstown, MD 21702. Background: The Department of Homeland Security (DHS) Science & Technology Directorate requires the installation of a vestibule at building 1451 Campus Drive, Fort Detrick, Md. 21702 using materials that match the existing front façade. The materials include a Kawneer Trifab 451T Thermally Broken Storefront System in a Dark Bronze Finish, Glazed with 1” Bronze Tinted, Insulated Glass to Enclose Covered Concrete Pad with Two (2) 53” x 90” Side Walls to Include Aluminum Panels at the Bottom, Vents at the Top, One (1) Fixed Lite and One (1) Casement Window Each, and Front Entrance 45”x90” with Custom Sized 41”x88” Narrow Stile Storefront Door with Frame. The front of the building was originally constructed using specialized glass and framing systems supplied and installed by Hagerstown Paint and Glass Company. To maintain architectural integrity, uniform appearance, and compliance with facility design standards, the vestibule must be constructed using the exact same materials and methods. Hagerstown Paint and Glass Company is the only known vendor with direct access to the proprietary materials and specifications used in the original construction. Their unique knowledge of the building’s façade ensures that the new vestibule will seamlessly integrate with the existing structure, both visually and structurally. Period of Performance: The anticipated period of performance is 12 months. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government. This is a notice of the intent to award a sole source contract. It is published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Any firm believing that they can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this notice.
