Please note that no extensions will be granted as a result of this amendment. --End Amendment 02-- Amendment 01 to the Sources Sought notice is hereby issued to include the below attachments, no extensions will be granted due to this amendment: - DRAFT PWS - PEMSS ARC Engineer and Science_04Aug2026 - PEMSS Labor Category Descriptions - PEMSS Industry Day Q and A Spreadsheet --End Amendment 01-- NASA / Ames Research Center (ARC) is hereby soliciting information from potential sources who are capable of performing ARC’s Project Engineering, Manufacturing, and Science Services (PEMSS) as defined in the description of performance below. The National Aeronautics and Space Administration (NASA) ARC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses (SB) and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Project Engineering, Manufacturing, and Science Services (PEMSS). Vendors are encouraged to demonstrate capabilities as a prime, subcontractor and/or teaming partner. The Government reserves the right to consider a Small Business, Small Disadvantaged Business (SDB), HUBZone, Veteran Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business, and Women-Owned Small Business (WOSB) business set-aside based on responses received. Respondents are requested to provide informed input on realistic and appropriate SB subcontracting and/or participation goals for the specific requirement. This type of feedback supports NASA’s market research and helps ensure the acquisition strategy is aligned with actual industry capability. Industry feedback is requested for: 1. SB Subcontracting goals; 2 Barriers that may limit SB participation, such as certifications, unique technical requirements, security needs, specialized tools, or high-risk performance areas and/or 3. Strategies to increase SB participation, including: • Breaking requirements into smaller components • Identifying areas appropriate for subcontracting • Considering teaming or mentor protégé approaches Information received in response to this sources sought notice will be used for market research only and shall not be viewed as NASA’s intent to solicit proposals. If NASA decides a requirement exists and there is a need to solicit for this requirement, NASA will solicit the requirement using a method of solicitation defined within the FAR and NASA FAR Supplement, using NAICS Code and Size Standard are 541330 and $25.5M revenue, respectively. DESCRIPTION OF PERFORMANCE: Potential sources must be primarily a United States domestic entity. Potential sources must demonstrate their capability of providing innovated engineering, science, operations, project management, manufacturing and fabrication support for NASA Ames Research Center. The contract supports a wide range of efforts, including biosciences flight development projects, collaborative science programs such as astrobiology, as well as support for spaceflight projects, ground-based systems, facilities, and mission operations. PEMSS will be executed through Task Orders following NFS 1852.216-80 procedures, with general requirements defined in the Draft Performance Work Statement (PWS) and detailed requirements defined at the subtask and Task Order level to advance engineering and technology development and meet evolving mission objectives for NASA Ames and other Agency centers. Please note the Draft PWS will be posted on Monday August 3, 2026. The contractor will be responsible for providing management, personnel, equipment, materials, and facilities not supplied by the Government, and must be able to allocate resources and access qualified employees as requirements change. The scope and parameters of the work will be specified in task orders or subtasks to address emerging mission and customer needs.
