This is a contract for mess attendant support services for the Berg-Liles Dining Facility which will remain under the full operational and management control of the 325th Fighter Wing Force Support Squadron (FSS), Tyndall AFB, FL. Management and operational control retained by the 325th FSS will include but is not limited to all management responsibility, oversight and decision-making authority of the day-to-day operations of the dining facility including establishing operational hours, budgeting, accounting and recordkeeping, storeroom management, and other management functions. At no time shall the contractor exercise any operational control of the dining facility in the performance of this contract. The contractor shall perform the requirements in the PWS IAW Tri-Service Food Code and conform to the professional standards identified in this contract. Furthermore, the contractor shall follow all applicable federal laws, regulations, instructions and directives as identified in the PWS. Contractor tasks include, but not limited to, the following: serving and replenishing food; cleaning interior and exterior of facilities, equipment, and utensils; maintain equipment and repair as required; preparing raw vegetables and fruits for the self-serve bars and for use by military cooks; preparing cold cuts and cheeses for the use by military cooks at the sandwich/deli bar; ensure coverage for ethnic and/or specialty food bars; make and wrap sandwiches; cut and portion pastry items and provide cashier services. In the event of a contingency the contractor may be required to provide cooks on a temporary basis to ensure continued service. Amendment 0001: The purpose of this amendment is to:1) Update the Publications and Forms in the PWS, the previous PWS is obsolete.2) Provide corresponding answers to vendor questions received by February 19, 2026.3) Provide DFAC pictures.4) Extend the closing date from March 31st, 2026 to April 17th 2026.All other terms and conditions of the solicitation remain unchanged. Amendment 0002: The purpose of this amendment is to accomplish the following changes to the solicitation: 1) Incorporate a revised Performance Work Statement (PWS) dated 26 March 2026 as a result of the inclusion of clarifying language incorporated to Technical Exhibit 2 - Workload Estimates on pages 27 - 31. The phase Avg daily meal count for... has been inserted to identify the average daily meal counts for weekdays and weekends, down days and holidays on the aforementioned pages; 2) All previous versions of the PWS are hereby replaced in their entirety; The Government does not intend to extend the proposal due date as a result of this amendment. However, in the event offerors believe this change is substantive in nature and requires an extension to the proposal period, a justification and the requested extension period shall be emailed to the Contracting Officer with a courtesy copy (CC) to the Contract Specialists by no later than 5:00 p.m. Central on 2 April 2026 for further consideration. All other terms and conditions remain unchanged. Amendment 0003: The purpose of this amendment is to update attachment 3 - Pricing Matrix. The updates to the pricing matrix are as Block 14 (Description of Amendment/Modification):follows: 1) CLINs 0003, 1003, 2003, 3003, and 4003 have been updated to reflect the solicitation for Other Direct Costs to include entry of the Government determined NTE number; 2) CLINs 0006, 1006, 2006, 3006, and 4006 have been updated to reflect the solicitation for Mission Essential Services to include the Government determined NTE number; 3) Minor administrative updates to the spreadsheet were made; 4) This amendment does not include an extension of the proposal due date; All other terms and conditions remain unchanged. Amendment 0004: The purpose of this amendment is to conduct the following changes:(a) As a result of the receipt of questions from multiple perspective offerors, an amended Q and A list is hereby provided dated 8 April 2026 replacing prior iterations in their entirety;(b) PWS Section 3.3.3.1(4) has been struck from the requirement as no longer the responsibility of the Government; language incorporated into the PWS in Amendment 0002 is highlighted for the convenience of offerors; (c) The PWS is hereby revised as of 8 April 2026, all other prior versions are replaced in their entirety;(d) As a result of these change and the receipt of additional questions, the Government has made the determination to reopen the Question and Answer period for one week beginning on the date of this amendment with all questions required to be delivered to the Government by no later than 16 April 2026 at 5:00 p.m.. All questions shall be emailed to the Contracting Officer with a courtesy copy (CC) to the Contract Specialists for further consideration. Amendment 0005: The purpose of this amendment is to accomplish the following action: 1) This amendment serves notice of a timely protest of the solicitation submitted to the U. S. Government Accountability Office (GAO) on 27 April 2026 in accordance with FAR 33.104. Protest submitted as GAO file number B-424443.1; 2) As a result of this protest, the solicitation is hereby stayed indefinitely until such time the protest has been fully adjudicated in accordance with FAR 33.104(b); 3) Upon protest adjudication, the solicitation will be amended with further instructions and/or proposal due dates accordingly; 4) Prospective interested parties may request a copy of the protest and exhibits from the Contracting Officer at james.vaughan.6@us.af.mil with a CC to the Contract Specialists at cleville.yarbrough@us.af.mil and jonathan.truslow@us.af.mil; All other terms and conditions remain unchanged.
