The Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, CA intends to negotiate a sole-source contract modification to increase the Level of Effort (LOE) on contract N6893621D0009 for Engineering Services with Raytheon Company, 200 E. El Segundo Blvd., El Segundo, CA 90245. The proposed contract modification will increase the LOE by an estimated 111,597 labor hours within the current contract period of performance, with an estimated cost increase of $38M. The current Cost-Plus-Fixed-Fee (CPFF) contract was awarded on a sole-source basis to Raytheon Company. However, emerging fleet requirements resulted in an unanticipated reallocation of contractual work and expansion of services related to the Software Support Activity (SSA). In accordance with FAR 6.103-1(b), only Raytheon Company, as the Original Equipment Manufacturer (OEM), solely possesses the required expertise. Transitioning to a non-OEM vendor will cause unacceptable fielding delays and will directly degrade Fleet mission readiness and jeopardize cooperative U.S. and Australian defense projects. SUBMISSION DETAILS (CAPABILITIES STATEMENT) This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response, which shall be considered by the agency. The written response shall reference Notice Identifier (ID) Number N6893621D0009 and provide a capability statement that clearly indicates the firm’s experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule, no later than the response date specified in this posting via email, in either Microsoft Word.doc or Acrobat Adobe.pdf file, to Leah Ashmore at leah.b.ashmore.civ@us.navy.mil. The file must not exceed 10 pages with a minimum font size of 12 point. Large files (> 5MB) may not be receivable due to the Navy Marine Corps Intranet (NMCI) security.
