The Government (138th FW) intends to enter into a Firm Fixed Price Blanket Purchase Agreement (BPA) that will consist of a three (3) year ordering period of October 31, 2026 to October 30, 2029, with 3-5 different small businesses. This combined synopsis/solicitation is being used to set up agreements that will be used to place orders for lodging. The resulting Blanket Purchase Agreements (BPA) are not a contract but an agreement of pricing, terms, and conditions to allow for quick and efficient execution of delivery orders for lodging to benefit Air National Guard members in a Unit Training Assembly (UTA) status. The physical address of any property for any requirement for lodging in Tulsa, OK must be within 20 driving miles of 9100 E 46th St N, Tulsa, OK, 74115. Due to AT/OPSEC requirements, only limited dates for known required lodging will be provided in this Performance Work Statement for predetermined UTA training periods; additional dates shall be provided at the time of any resultant award to an interested party who provides a successful offer. This combined synopsis/solicitation is 100% set aside for small business in accordance with RFO 19.104-1. No 3rd party vendors will be considered. All firms responding must be registered with the System for Award Management (SAM). All responsive quotes will be considered by the agency. All questions concerning this combined synopsis/solicitation must be directed to 138.FW.MSC@us.af.mil by 10:00am Central time zone on 9 September 2026. You may email your quote to 138.FW.MSC@us.af.mil no later than 16 September 2026 at 1:00PM Central Daylight Time. It is incumbent upon the interested parties to verify that your quote has been received by our office. Invoicing will be required to go through Wide Area Work Flow (WAWF) module of the PIEE website (https://piee.eb.mil). Please provide the quote in accordance with the attached Performance Work Statement. Basis for Award. Award of a BPA shall be made on the basis of Lowest Price Technically Acceptable (LPTA). An award will be made to the contractor(s) who offers the lowest rate pricing and meets or exceeds the technical requirements of this solicitation. Issuance of the BPA calls shall be made on the basis of established rates from a contractor that is most advantageous to the Government, and the availability of rooms necessary to fulfill the requirement. Following the close of the solicitation, offers determined to be in the competitive range will be contacted to arrange for an inspection of facilities to ensure that lodging conforms with government standards for cleanliness, health, safety, and security. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and is a request for quotes to set up pricing agreements for a Blanket Purchase Agreement; a written solicitation is not being issued. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01 which is effective as of 13 March, 2026.
