The U.S. Army Corps of Engineers, Omaha District, hereby announces the solicitation for Gavins Point Intake Crane Rail Replacement. The solicitation will close on 02 October 2026. The solicitation is(Unrestricted and Open to Both Large and Small Business Participation. A Site Visit is scheduled and additional information regarding the site visit is provided in the solicitation via FAR Clause 52.236-27. The site visit is scheduled for 03 September 2026. This project will involve removal and replacement of the Gavins Point Powerhouse Intake crane runway rail located near Yankton, South Dakota. The 80-ton Gavins Point Intake Gantry Crane rail shall be installed and aligned to Crane Manufacturers Association of America, CMAA 70 standards. The total length of the rails is 328 ft x 2 centerline of rail to the powerhouse wall. The work will include an initial survey of the rail alignment, existing grout pocket condition, demolition and removal of existing intake crane rail and components, rail clips, asphalt, base plates, and non-shrink grout. Demolition and removal of the existing concrete anchors will be based on the concrete imaging reports, and the grout pocket condition assessment between each anchor pair along the deck. For bidding purposes, it is assumed 80 percent of the existing anchors will be replaced and all concrete anchors at joint bars will be replaced. The contractor will provide anchors suitable for use in cracked concrete and under seismic loading. Once the rail and hardware are replaced and aligned to the required standards the grout pockets will be filled with two-component aliphatic polyurethane elastomer grout along the full length of the intake crane runway as shown on the drawings. The sequencing of demolition and installation of the crane rails must minimize project time without an operational intake crane and typically progress from one side of the dam to the other with the transfer of the crane from old to new rail during completion of the final rail segment. The Contractor will be required to commence work upon receipt of contract award and complete the work 365 calendar days after receipt of Notice to Proceed, this is subject to change after solicitation issuance. The estimated construction cost of this project is between $1,000,000 and $5,000,000. The Primary North American Industry Classification System (NAICS) code for this solicitation is 238120, Structural Steel and Precast Concrete Contractors, with a size standard for Small Business of $19M.
