The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is issuing a request for quote (RFQ) for a firm fixed price contract for a Hot Oil Flush of External Hydraulics Systems onboard a Los Angeles-class submarine in accordance with HIRMC -501-27. This posting serves as a solicitation in association with N32253-26-Q-0057. The tentative Period of Performance is 27 November 2026 to 08 January 2027. The solicitation number for this requirement is N32253-26-Q-0057. Proposals are due on 30 August 2026 at 0900 HST. Submissions are to be emailed to both the primary and secondary point of contact listed in this posting. This solicitation is issued in accordance with Revolutionary FAR Overhaul (RFO) Part 12, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular (FAC) 2026-01, DFARS (05/07/2026), and NMCARS 18-22. This requirement is a 100% small business set-aside. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611 and the standard size for this NAICS code is 1,300 employees. The Product Service Code is J020 - Maint/Repair/Rebuild of Equipment - Ship and Marine Equipment. All firms or individuals responding must be registered with the System for Award Management (SAM) https://www.sam.gov by the award date. Please note the following for N32253-26-Q-0057: Addendum to FAR 52.212-1 Instructions to Offeror-Commercial Products and Commercial Services (Pages 43-46 of the RFQ) provides instructions on what documents must be included in your submission. Addendum to FAR 52.212-2 Evaluation-Commercial Products and Commercial Services (Pages 48-49 of the RFQ) provides evaluation factors upon which all submitted proposals will be evaluated. The deadline for receipt of questions is 21 August 2026. Although every effort will be made, the Government makes no guarantee that questions received after the date above will be answered. Site Visit: There will be no site visit opportunities for this requirement.
