This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number FA8217-26-R-B005 is issued as a request for proposal (RFP) for a Firm-Fixed Price (FFP) and Time & Materials (T&M) contract for engineering services to complete comprehensive structural analyses and non-destructive inspections (NDI) of four AN/FPS-117 Radar towers across Alaska. This is a Sole-Source effort to Espiritu Design LLC. Espiritu currently owns the technical drawings of the FPS-117 Radar towers which are required to complete these analyses. Since the Government does not own these drawings, they cannot be provided to the public in a full and open competition. See the attached redacted Justification & Approval for Other than Full & Open Competition for details. This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. This is not a Defense Priorities and Allocation System (DPAS) rated order. See attachment "Solicitation - FA821726RB005" for solicitation specific details. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Proposals are due 21 August 2026 at 2:00 PM MDT.
