Statement of work, as posted

The U.S. Army is seeking information to assess the availability of sources to meet the Government’s requirement for the High Mobility Engineer Excavator (HMEE). The HMEE Type IV capability, outlined within AUTOMOTIVE TANK PURCHASE DESCRIPTION-2301A, is a pneumatic tired, diesel-engine driven, all-wheel drive tractor with attachments, for excavation of small emplacements, material handling, and general construction tasks; with tactical mobility over rough terrain and high mobility on roadways. The basic tractor, is classified as a self-propelled construction vehicle, meeting federal highway safety standards as well as emission standards for Non-Road Engines. Emissions standards follow exemption Title 40 of the Code of Federal Regulations (CFR), Section 89.908(a)1. The Type I tractor is equipped with a front loader attachment; a rear mounted backhoe; portable tools; and when specified, provisions for an Army radio set. The HMEE Type IV is conveyable by rail, marine, highway and air modes of transportation. The objective of this Sources Sought Questionnaire is to better understand the availability and capabilities of Original Equipment Manufacturers (OEMs) or other sources for vehicle systems meeting the HMEE requirements, ancillary equipment, and system services. The Army plans on procuring an estimated 360 HMEEs over a minimum of five, and a maximum of 10, one-year periods and plans to establish Firm Fixed Price (FFP) pricing for each period. The quantities identified and length of contract are not binding and are subject to change. The information gathered by the Army through this questionnaire, along with other market investigation data, is solely intended for use by the U.S. Army and will not be shared amongst competing companies. For instructions and more information regarding proprietary information, please refer to Section IV of this document. Participation in this Sources Sought Questionnaire by the various contractors is considered low risk to the commercial companies, as responses will be treated per Section IV as proprietary.
