The Department of Health and Human Services (HHS), Office of Mission Acquisition Solutions (OMAS), on behalf of the Indian Health Service (IHS),is soliciting proposals for Medical Coding, Auditing, and Data Entry Support Services. The Government intends to award a Buy Indian Act set-aside contract for Indian Economic Enterprises (IEE) and Indian Small Business Economic Enterprises (ISBEE) The Contractor shall provide qualified personnel to perform medical coding, auditing, and data entry services supporting inpatient and outpatient encounters within the Resource and Patient Management System (RPMS) and Electronic Health Record (EHR) environment. Services include the application of ICD-10, CPT, HCPCS, and E/M codes and applicable modifiers, quality assurance and auditing, encounter tracking and resolution, and required performance reporting. The Government estimates a workload of up to 36,000 medical records and approximately 1,040 labor hours during each six-month performance period. Estimated record volumes are provided for workload planning, staffing, and performance purposes and do not constitute the basis for payment. Contractor performance will be subject to the accuracy, timeliness, quality assurance, security, privacy, and other requirements identified in the Performance Work Statement (PWS). Services will be performed in a hybrid work environment. Contractor personnel may perform services onsite at Gallup Indian Medical Center, 516 E. Nizhoni, Gallup, New Mexico 87301, or remotely from a contractor-managed work location, as authorized by the Government and in accordance with contract requirements. The anticipated period of performance consists of a six (6)-month base period and one (1) six (6)-month option period. The Government anticipates awarding a single contract resulting from this solicitation. This acquisition is set aside for Indian Small Business Economic Enterprises (ISBEE) and Indian Economic Enterprises (IEE). The applicable NAICS code is 541219, Other Accounting Services (Medical Coding Services), with a small business size standard of $25 million. Award will be made to the responsible Offeror whose proposal is determined to be most advantageous to the Government, considering Technical Approach, Staffing and Qualifications, Past Performance, and Price, in accordance with the evaluation criteria contained in the solicitation. Interested Offerors shall review the complete solicitation and all attachments for proposal submission requirements, performance requirements, applicable provisions and clauses, and evaluation criteria. Offerors are responsible for monitoring SAM.gov for amendments or other updates to this solicitation. Questions regarding this solicitation shall be submitted via email to Terry Knight at Terry.Knight@hhs.gov no later than Thursday, August 20, 2026, at 3:00 p.m. Eastern Time. Responses to timely submitted questions will be provided through an amendment to the solicitation, if applicable.
