ET FRIDAY, AUGUST 28, 2026. _________________________________________________________________________ This update include a correction to one (1) question. ________________________________________________________________________ This update is inclusive of Amendment 00001, providing Government response to all questions received. _______________________________________________________________________ This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Part 12 Acquisition of Commercial Products and Services, in conjunction with FAR Part 15 Contracting by Negotiations as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. FEMA is issuing a Request for Proposal (RFP) under FAR Part 12 Acquisition of Commercial Items. The solicitation documents and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation – Revolutionary FAR Overhaul. The Government anticipates a multiple award Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) type contract that demonstrates the best value to the Government. The Government requests a proposal in response to The Statement of Work (SOW)Attachment. The proposal shall be submitted within the Technical Specifications of the SOW. The Government reserves the right to cancel this solicitation without award if the needs of the requirement are not met. This RFP does not commit to the Government to pay for the preparation and submission of a proposal. Questions related to this solicitation shall be directed to the Contracting Officer, Edward Ruud, via email at Edward.Ruud@fema.dhs.gov and Contract Specialist, Danielle Sweetney, via email at Danielle.Sweetney@fema.dhs.gov in writing no later than noon ET, Monday, August 3, 2026. Any late questions will be addressed at the discretion of the Contracting Officer. Phase I Proposals are due 12:00 pm ET on or before Thursday, August 6, 2026.
