This IS NOT a REQUEST for PROPOSALS, QUOTATIONS, or BIDS. Responses to this Notice will not be returned. It is the intent of the Contracting Office to use this information for market research purposes only. The Government is issuing this Sources Sought Notice to identify the resources available and interested parties to design, build, test, and deliver one new special purpose, split-hull, trailing suction shallow draft hopper dredge to replace the Dredge CURRITUCK. This is to determine the interest of industry within NAICS code #336611. This shallow draft dredge will be in compliance with the Merchant Marine Act of 1920, commonly known as the Jones Act. The Government WILL NOT pay for the provision of any information in response to this Notice, nor will it compensate any respondents for the development of such information. Agency Requirement: The Government requires the design, build, test, and delivery of one new special purpose, split-hull, trailing suction shallow draft hopper dredge to replace the Dredge CURRITUCK. The following are the agency requirements for this procurement. Schedule, Operational, and Regulatory Requirements: Schedule Requirements: The contractor shall be able to start vessel construction within 12 – 16 weeks following contract award with design submittals for ABS/USCG approval coordinated in order to support the construction sequence. The vessel construction shall be able to be completed within a 16 month duration period. Operational Requirements: The shallow draft dredge will be designed for working in shallow draft ocean bar channels from Maine to Texas year round. Hull: The shallow draft dredge will have a split hull that utilizes a water hydraulic actuation system. Draft: The shallow draft dredge will be designed with a draft of 9 feet, 5 inches, fully loaded and a draft of 4 feet, 3 inches with the hopper empty. Dredging Depth: The shallow draft dredge will be designed to dredge to a depth of 20 feet. Speed: The shallow draft dredge will have a minimum speed of 7 knots with the hopper fully loaded and a minimum speed of 10 knots with the hopper empty. Capacity: The shallow draft dredge will have a hopper capacity of 518 cubic yards at 1.915 S.G. Length: The shallow draft dredge will have a length of 156 feet. Beam: The shallow draft dredge will have a beam of 35 feet. Propulsion: The shallow draft dredge will be self-propelled and utilize Azimuthing thrusters. Functional Requirements: The shallow draft dredge will be designed as a day boat to support 12 hour operations for a period of 7 days. The design will allow sufficient tankage and storage space for consumables to support combined dredging and free sailing operations for 7 days. These requirements will allow the shallow draft to respond to missions effectively and efficiently along the East Coast. Warranty: A one-year warranty period is required following final acceptance and delivery. Regulatory Requirements: American Bureau of Shipping (ABS): The new shallow draft dredge will be ABS classed and will also be assigned a Load Line Certificate issued by ABS. The ABS classification will be Maltese Cross A1, Maltese Cross AMS, Domestic Service, with a Vessel Description of Hopper Dredger. U.S. Coast Guard (USCG): A new shallow draft dredge will be USCG certificated under the requirements of 46 CFR Subchapter I. Submission Requirements for the Sources Sought Response: All interested business concerns for this requirement shall provide the following information when responding to this Sources Sought Notice: Business Name UEI number Type of business concern: large business or small business (please identify type of small business). Years in business From the last twenty years (20), please list any vessel(s) that the Offeror’s organization has designed, constructed, tested, and delivered in the United States that can satisfy all of the Government’s requirements identified above. For each vessel, provide an operational comparison to the requirements identified above as well as the regulatory requirements the vessel was designed/constructed to. If partnering occurred, please provide the team responsible for the design, construction, testing, and delivery of the projects being referenced. Provide a narrative detailing the design starting point that would be used to design and construct a new shallow draft dredge that satisfies the Government’s requirements as identified above. The starting point design refers to any previous designs or design work that would be partially or fully utilized as part of this design effort. The narrative shall explain if any previously used production engineering drawings, 3D models, planning placemats, design equipment selections, supply chain integration for vessel system, etc. will be utilized as the starting point to design and construct a new shallow draft dredge. Describe how previous work would be reused to satisfy the Government’s requirements above to optimize efficiency within the design and shipyard execution of the contract. Provide a narrative statement detailing how the contractor would adhere to the schedule requirement described above. In addition to adhering to the referenced schedule requirement, provide a narrative detailing the contractor’s overall schedule to design, construct, test, and deliver a new shall draft dredge. The schedule narrative shall include the anticipated duration of each phase of the procurement (i.e. design, construct, test, and delivery phases). The narrative shall also include any previous lessons learned, best practices, long lead time equipment/material, and/or schedule saving measures that would be utilized to reduce overall period of performance to the schedule. Provide a narrative statement of capability and qualifications of the Offeror to perform the requirement outlined in this source sought notice (Design, Build, Test, & Deliver a new shallow draft dredge). Does the Offeror have the facilities and staffing capabilities to complete this project? What experience does the staff have designing and constructing an ABS/USCG classed shallow draft dredge that meets the Government’s requirements identified above?
