IMPORTANT – READ THIS ENTIRE ADVERTISEMENT AND RLP PACKAGE BEFORE SUBMITTING AN OFFER THIS REQUIREMENT IS FOR BUILT-OUT, FINISHED, AND FURNISHED (OPTIONAL) OFFICE SPACE. This advertisement is incorporated into Request for Lease Proposals (RLP) No. 26NAT02 by reference as an RLP attachment. In the event of any conflict between this advertisement and the provisions of RLP No. 26NAT02, the requirements of this advertisement shall take precedence. The U.S. Government is seeking competitive lease proposals for fully finished, and furnished (optional) administrative office space to support government operations. Location: Los Angeles, CA Delineated Area (see attached map): The area of consideration has its northern border running clockwise beginning at where the 210 Freeway intersects with the 118 Freeway. It heads south on the 210 Freeway until it intersects with the 134 Freeway. It then heads west on the 134 Freeway until it intersects the 2 Freeway. It then heads south on the 2 Freeway until it intersects the 5 Freeway. Next, it heads north on the 5 Freeway until it intersects the 134 Freeway. It then heads west on the 134 Freeway until it intersects the 170 Freeway. It follows north on the 170 Freeway until it intersects the 5 Freeway. It then heads north on the 5 freeway until it intersects the 118 freeway. Finally, it runs north on the 118 Freeway until it ends at the 210 Freeway. Lease Term: 5 year, 3 years firm Occupancy: The Government cannot occupy the premises or commence the lease prior to July 2027. Space Requirements: Space Layout: 45,000 - 48,000 ABOA SF. Workspaces: Minimum 28,100 SF for open modular workspaces (36sf and 56sf desks) Private Offices (8): approx. 270 ABOA SF each Break Room (1): Minimum 600 ABOA SF Mail Storage (1): Minimum 2,800 ABOA SF Conference/Training (1): Minimum 2,000 ABOA SF Secure Vestibule (1): Minimum 64 ABOA SF (within suite) Secure Storage Room (1): Minimum 500 ABOA SF Admin Room (1): 5,500 Admin Room (1): 3,000 Server Room (1): approx. 180 ABOA SF with 24/7 cooling Space must be efficiently designed to support the required operations. Inefficiently designed layouts or configurations that limit functional use may be disqualified from consideration. Configuration: Contiguous space preferred. Office space which is non-contiguous must then be located directly above the contiguous space. Parking Requirement: Must provide reserved parking for 3 Government Owned Vehicles (GOVs). Facility Security Level (FSL): II minimum Collocation Restrictions: The Government will not consider collocation with tenants with law enforcement functions or tax collection. Building Access: Loading Dock And Freight Elevator access required. Public Access: This office is public-facing and will receive visitors; however, the anticipated volume of visitors is expected to be lower than that of high-volume customer service agencies such as SSA or IRS. Delivery Condition: Offered space must meet the requirements in this advertisement and RLP 26NAT02 and be priced accordingly. Space must be modern, high-quality, and suitable for professional use. Outdated or poorly maintained space will not be considered. The Government does not anticipate using Tenant Improvements (TI) or Building Specific Amortized Capital (BSAC) for this procurement. Offered rates must reflect this fully finished and furnished (if applicable) delivery condition. If the market cannot deliver space that fully meets these requirements, the Government reserves the right to identify and consider the closest acceptable alternative. Furniture (optional): The Government may accept space that includes existing systems furniture and furnishings (e.g workstations, private office furnishings, conference tables and chairs) for Government use to help support timely occupancy, at no additional cost to the Government. Any furniture offered must be clean and in good working order with no significant defects, and available for Government use by occupancy as determined in the Government’s sole discretion. Furniture offered is subject to Government inspection at turnover/occupancy. If the Government will not accept the offered furniture, the Lessor bears the cost to remove it. If furniture is provided, the government reserves the right to abandon in-place at the end of the lease. Furniture is not a requirement of technical acceptability and will not be evaluated for award. Offers that do not include furniture remain fully eligible. Evaluation and Term: Offers will be submitted and evaluated under RLP No. 26NAT02 on a 10-year / 5-firm occupancy term basis. For 5-year / 3-firm requirements, offerors shall enter $0.01 for shell rent in years 6–10. Evaluation will be lowest-priced, technically acceptable (LPTA). The Government may award a lease with a term different from the evaluated term if necessary to meet mission needs. Offer Submission Open Period: Offers must be submitted between July 1, 2026 - July 7, 2026 (closes 8:00 PM ET) to be considered. How to Offer: Offers must be submitted through the Leasing Portal: https://leasing.gsa.gov. Login or register for an account by clicking the “Registration” link on the homepage, or select “Create an Account” from the login screen. When completing the offer workflow, enter “26NAT02” in the RLP # field to ensure your offer is properly associated with this requirement. Offer Submission Guidance: Offerors are encouraged to submit all available vacant space within the building that meets or exceeds the stated requirements; the Government will determine which portion—if any—is needed to satisfy the requirement following building tours and due diligence. Initial offers must include: Scaled floorplan of the offered space Authorization to represent ownership (if applicable) Marketing package showing the space is finished and furnished (photos strongly encouraged) Note: Uploading these three documents is only one part of the offer submission. Offerors must also complete all Leasing Portal questions related to the property, building characteristics, and final rate offer. The portal will guide you through each required section before submission. Offers that do not include completed property and pricing information in the portal will be considered incomplete. Additional documentation (e.g., due diligence materials, confirmations, or clarifications) may be requested after the response period has closed to verify compliance or confirm technical acceptability. A sample due diligence letter may be attached to this advertisement for reference. Additional Notes: Offered space must comply with all applicable Federal, State, and Local jurisdiction requirements, including standards for fire and life safety, accessibility, seismic resilience, and energy efficiency. Compliance with Section 889 of the FY19 NDAA is required. Offerors must maintain active SAM.gov registration (RLP Clause 3.06, subparagraph B.7).
