This is a combined pre-solicitation/solicitation for commercial service prepared in accordance with the format in RFO Part 12, following RFO 12.201-1 Simplified Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. An award, if any, will be made to the responsible offeror who submits a quote that (1) conforms to the requirements of the pre-solicitation/solicitation; (2) receives a rating of “Acceptable” on the Technical Capability evaluation factor; and (3) represents the best value to the Government based on a tradeoff between the proposed Period of Performance start date and the Total Evaluated Price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. Award will be made on a Best Value Tradeoff basis between the proposed Period of Performance start date and Price. The Government reserves the right to award without discussions or to make no award at all depending upon (1) the quality of quotes received and (2) whether proposed prices are determined to be fair and reasonable. 1. The solicitation number is FA486126Q0023. This solicitation is issued as a Request for Quote (RFQ). A Firm Fixed Price type contract will be awarded. 2. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 13 March 2026. 3. This combined pre-solicitation/solicitation is being issued as a Total Small Business set-aside, and the associated NAICS code is 562910- Remediation Services, Small Business Size Standard $25M. 4. A site visit will not be held. All questions regarding this solicitation must be submitted in writing to katherine.miller.18@us.af.mil no later than 11 Aug 26 at 10:00am (1000) PDT." 5. Offeror’s shall provide a completed Price List (Use page 3, CLIN 0001 of Attachment 1 - Solicitation). Below is the contract line-item number (CLIN) breakdown: CLIN 0001 – Paint Booth Filter Replacement Service IAW the PWS 6. DESCRIPTION OF SERVICES: The Contractor shall provide for non-personal services to perform environmental containment, extraction, and replacement of active-carbon filtration media within industrial paint booth systems IAW PWS. The contractor shall provide all labor, materials, and equipment required to install new filters and safely package spent, VOC-laden filters for Government disposal.
