THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. The Treasury Common Services Center (TCSC), on behalf of the Bureau of Engraving and Printing (BEP), Office of Currency Manufacturing (OCM), intends to award a sole-source, firm-fixed-price contract to Koenig & Bauer Banknote Solutions SA, Avenue du Grey 55, 1018 Lausanne, Switzerland, for Original Equipment Manufacturer (OEM) training. The Government intends to negotiate with only one source under the authority of FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services, and FAR 13.501, Special Documentation Requirements. Koenig & Bauer Banknote Solutions SA is the OEM and possesses the proprietary technical knowledge, resources, and expertise required to provide the training associated with the equipment covered by this requirement. The North American Industry Classification System (NAICS) code for this acquisition is 611519 — Other Technical and Trade Schools, and the Product Service Code (PSC) is U099, Education/Training – Other. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. However, responsible sources that believe they can satisfy the Government's requirement may submit a capability statement demonstrating their ability to meet the requirement. Responses must clearly demonstrate the firm's technical capability, authorization, access to required proprietary information and resources, and ability to provide the required OEM-level training without compromising the quality, accuracy, or reliability of the training or associated equipment. The Government will consider all capability statements received by the response deadline. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice does not constitute a solicitation, and the Government will not reimburse respondents for any costs associated with preparing or submitting information in response to this notice. Capability statements and any comments, questions, or concerns regarding this notice shall be submitted via email only to Terry.Lawrence@bep.gov no later than 12:00 p.m. Central Time on August 28, 2026. Telephone and facsimile inquiries will not be accepted. Interested sources must be registered and maintain an active registration in the System for Award Management (SAM) at SAM.gov.
