COMBINED SYNOPSIS/SOLICITATION (i) This is a combined synopsis/solicitation for the delivery of commercial services (fabrications and modifications to a training platform) prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation Number 20200PR260000061 is issued as a Request for Quotation (RFQ). (iv) Contract Line Item Number (CLIN): CLIN 0001: Air Station Ventura Hoist Tower & Platform Modifications IAW the attached Statement of Work (SOW). (vi) Description of Requirements: The United States Coast Guard (USCG) requires structural and mechanical modifications to the hoist training tower and platform at Air Station Ventura. Required tasks include replacing the current sharp decking with smooth, slip-resistant material; installing certified 600-lb rated anchor points; modifying the handrail into a two-chain safety barrier; and installing a 110v electric winch assembly on the hoist's I-beam (Please consult the attached photos and the SOW) (vi) Date and Place of Delivery/Performance: Performance is expected to begin within 45 days after contract award. Work shall be performed at USCG Air Station Ventura, 190 3rd ST, NAS Point Mugu, CA 93042. (vii) FAR provision 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services, applies to this acquisition. Offerors must submit a Technical Approach (methodology, materials, safety, weight test plan), a Total Cost Breakdown, and Past Performance (2-3 recent, relevant references). (viii) FAR provision 52.212-2, Evaluation—Commercial Products and Commercial Services, applies. Award will be made based on a best-value tradeoff process. The evaluation factors are Technical Approach, Past Performance, and Price. Technical and Past Performance, when combined, are significantly more important than Price. (ix) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services, with their offer. (x) FAR clause 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services, applies to this acquisition. (xi) FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Products and Commercial Services, applies. Davis-Bacon Act Wage Determination #CA20260015 applies. A standard 1-year commercial warranty is required. (xii) Site visits are highly encouraged and scheduled for August 19-20, 2026 (0800–1500 PST).
