Statement of work, as posted

The Federal Bureau of Prisons (BOP), U.S. Department of Justice (DOJ), is soliciting proposals for an Enterprise First Step Act (FSA) Time Credit Management Solution. The Government seeks a mature commercial enterprise solution and associated services to enhance, modernize, implement, integrate, operate, maintain, and sustain the Bureau's existing enterprise capability for administering First Step Act Time Credits. Offerors may propose enhancement and modernization of the existing solution or replacement of all or portions of the solution when the proposed approach provides improved capability, maintainability, security, scalability, operational efficiency, reduced implementation risk, or overall best value to the Government. The requirement includes commercial software and applicable licenses/subscriptions, configuration, business rules management, automated Time Credit calculations, workflow management, system integration, cybersecurity and Assessment & Authorization (A&A) support, testing and validation, reporting and analytics, training and knowledge transfer, operations, maintenance, technical support, and long-term sustainment. Successful performance requires demonstrated subject matter expertise in Federal criminal sentencing, sentence computation, and First Step Act (FSA) Time Credit administration, including the capability to translate Government-approved statutory, regulatory, sentencing, policy, and operational requirements into configurable business rules, workflows, calculations, and automated decision logic. The BOP retains sole responsibility for statutory interpretation, policy determinations, and approval of all business rules implemented within the solution. The Government intends to award a single Firm-Fixed-Price (FFP) contract using a best-value tradeoff process. Offerors shall review the complete solicitation, Performance Work Statement (PWS), attachments, provisions, clauses, proposal instructions, and evaluation criteria for all requirements and submission instructions.
