Statement of work, as posted

This is an Intent to Sole Source Notice. The U.S. Government currently intends to award a contract on a sole source basis to Static Power Conversion Services, Inc. for preventive and remedial maintenance of the Uninterruptible Power Supply (UPS) equipment and batteries installed throughout the Mt. Weather Emergency Operations Center (MWEOC) facility from 09-29-2026-09-28-2031. The statutory authority for the sole source procurement is 10 U.S.C §2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Attached is the draft Statement of Work (SOW). The NAICS code for this requirement is 811210, with a size standard of $34 million. Potential Offerors must have technicians with individual Defense Security Services (DSS) Top Secret Clearances, and the offeror must have the ability to obtain a DSS Top Secret Facilities Clearance for this award and all technicians must be factory certified on manufacturers including Mitsubishi, APC, Powerware (Eaton), MGE and Liebert Units, along with the following battery types: C&D, Eaton, CSB, APC, DEKA and Power Sonic. This notice is not a request for competitive proposals or quotations. Interested persons may identify their interest and capability to respond to the requirement by 12:00PM, Eastern Standard Time (EST), on 27 August 2026 to abigail.skinner@fema.dhs.gov. Acknowledgement of receipt may not be made.
