This is a combined Synopsis/ Solicitation for Building 602 Motor Pool Full Depth Reclamation and Paving at Fort Devens, MA. On behalf of the US Army Garrison Fort Devens, the United States Army Contracting Command ????????? New Jersey (ACC-NJ) has a requirement for B602 Motor Pool Full Depth Reclamation and Paving Main Cantonment Area, Fort Devens, MA. This is a single requirement. The North American Industry Classification System (NAICS) for this effort is 237310: Highway, Street, and Bridge Construction. The solicitation will consist of a Firm-Fixed Price contact for a period of performance that will be 120 Calendar Days from the Notice to Proceed Date to complete ALL TASKS associated with the Statement of Work. The Contractor shall provide all plant, labor, supervision, equipment, and materials necessary to perform the proposed project of removal and reclamation, bituminous concrete payment reclamation, fine grading, compaction, paying the B602 motor pool with MassDOT spec SUPERPAVE binder and wearing course. This requirement is being solicited as a 100% Small Business Set Aside. This requirement will be funded utilizing 2026 Operations and Maintenance ????????? Army Reserve (OMAR) funds. The solicitation will result in a new Firm-Fixed Price (FFP) contract awarded to the lowest priced responsible, responsive offeror, whose approach meets the requirements of the solicitation. Please see attached Solicitation, Statement of Work, Davis Bacon Wage Determination, Contractor Cost Breakdown Form, SF 1413 Form, SF 24 Bid Bond Form, SF 25 Performance Bond Form, SF 25A Payment Bond Form, Visitor Pass Request Form. All proposals shall be submitted no later than 11:00AM EDT, 25 August 2026.The purpose of this amendment is provide an additional site visit on 19 August 2026 at 11:30PM EDT. All final questions in regards to the solicitation are due no later than 1:00PM EDT, 20 August 2026.
