Sources Sought / Request for Information (RFI) Notice Type: Sources Sought Title: Maintenance Service Support for Nuclear Magnetic Resonance (NMR) Spectrometers NAICS Code: 334516 Response Due Date: 27 August 2026 at 4:00 pm Pacific Time 1.0 PURPOSE This is a Sources Sought Notice / Request for Information (RFI) only. This notice is issued solely for market research and planning purposes to determine the availability and capability of qualified Small Business sources. This does NOT constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. The Government will not pay for any information or administrative costs incurred in response to this notice. 2.0 BACKGROUND & REQUIREMENT The Air Force Research Laboratory (AFRL) at Edwards AFB, CA, has a requirement for comprehensive preventative and corrective maintenance service support for three (3) Nuclear Magnetic Resonance (NMR) Spectrometers: Two (2) Bruker Avance III DFAS systems One (1) Bruker Avance NEO system The contractor shall provide all labor, materials, parts, travel, and software updates required to ensure the equipment operates in accordance with Original Equipment Manufacturer (OEM) specifications. Maintenance must include annual preventative maintenance, telephone support, 24-hour response times for remedial maintenance, and the supply of OEM-equivalent replacement parts. (See attached draft Statement of Work for full details). 3.0 REQUESTED INFORMATION (CAPABILITY STATEMENT) Interested Small Business vendors are requested to submit a Capability Statement (no more than 3-5 pages) addressing their ability to perform the requirements in the draft SOW. Responses must include the following: Company Information: Company Name, CAGE Code, Unique Entity ID (UEI), Point of Contact name, phone number, and email address. Business Size & Status: Indicate your socioeconomic status under the specified NAICS code (e.g., Total Small Business, SDVOSB, WOSB, 8(a), HUBZone). Technical Capability: Provide a brief description of your company’s experience maintaining Bruker Avance III and Avance NEO systems. Confirm your ability to source and install OEM or OEM-equivalent replacement parts. Confirm your authorized access to necessary software diagnostic tools and minor software updates (e.g., series updates like 3.0 to 3.5) required to service these specific systems without voiding manufacturer warranties. Past Performance: List at least one (1) recent (within the last 3 years) contract reference where your company provided similar maintenance services. Include contract number, agency/commercial customer name, and contract value. 4.0 SUBMISSION INSTRUCTIONS Responses must be submitted electronically via email to the Contracting Officer, Romina Snyder at romina.snyder.2@us.af.mil and Contracting Specialist, Brandy Forbes at brandy.forbes@us.af.mil no later than 27 August 2026 at 4:00 pm PST.
