Statement of work, as posted

The Idaho Air National Guard (the Government) intends to issue a Firm-Fixed-Price order to a single source; Learfield Communications, LLC, on or about 10 September 2026. Idaho Air National Guard Recruiting has a requirement to target highly engaged, localized, and collegiate-aged demographics (e.g.,ages 18-30) within the state of Idaho. To achieve this, the agency requires direct integration into the athletic programs of Idaho Colleges and Universities, BSU, ISU, etc. The agency's requirement is to target the specific, highly localized audience through their colleges/univeristies official athletic brand makes competing this requirement is legally and logistically impossible. Learfield Communications, LLC holds exclusive, legally binding multimedia rights (MMR) agreements with all colleges and universities in the state. Utilizing the university's official trademarked logos, mascot, and collegiate branding is essential to establishing trust and capturing the target demographic's interest. Learfield holds the exclusive license to authorize the commercial use of these intellectual properties in co-branded advertising. No other commercial advertising firm can legally license these marks for use. All physical signage, digital boards, PA systems, and interactive promotional spaces within state system are managed exclusively by Learfield. Any third-party wishing to secure a presence inside these venues must contract directly with Learfield. Furthermore, the official university athletic website and mobile application are closed networks; ad inventory on these digital properties cannot be brokered or purchased through standard programmatic advertising networks. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. The Government will consider responses received within 15 business days of issuance of this notice. Information received will normally be considered solely for the purpose of determining whether or not to conduct a full and open competitive procurement or a small business set aside competitive procurement. The Government will not pay for any information received in response to this announcement. If the Government decides to compete this requirement, a synopsis shall be issued utilizing the combined synopsis/solicitation procedure identified in RFO 12.202. If this effort becomes a Small Business Set-Aside, RFO 52.219-14, Limitation on Subcontracting, will apply. Therefore, small businesses that want to be considered for a small business set-aside should demonstrate how they intend to comply. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Contractors should be aware of the following information: Contractors must include the following information: Points of contact, addresses, email addresses, phone numbers. Identification as a large U.S. business, a small U.S. business, or a foreign business. Please note that size indicated should be based on the NAICS code for this effort listed above. Identification of any other socioeconomic status (Women-Owned Small Business, Economically Disadvantaged Small Business, 8(a), Service Disabled Veteran Owned Small Business, Veteran Owned Small Business or HUBZone). Company CAGE Code or DUNS Number. In your response, you must address how your product meets the product characteristics specified above. Submitted information shall be UNCLASSIFIED. Responses are limited to 10 pages in a Microsoft Word compatible format. Responses should be emailed to Joseph Hupp at joseph.hupp.2@us.af.mil no later than, 2 September 2026, 3:00 PM EST. Any questions should be directed to through email telephone inquires will not be accepted. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this Intent to Sole Source until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
