This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number for this requirement is 9531BM26Q0023. This solicitation is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01. Background The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress to investigate every civil aviation accident in the United States, most public-use aircraft, and significant accidents in other modes of transportation - railroad, highway, marine, and pipeline - and to issue safety recommendations aimed at preventing future accidents. The NTSB also serves as the "court of appeals" for airmen, mechanics, or mariners whenever the Federal Aviation Administration (FAA) or United States Coast Guard (USCG) takes a certificate action. In support of this mission, the NTSB has a requirement for an online provider of scientific papers and standards in full text format that are not available for free on the internet. Likely, between 150 and 200 NTSB employees would need access to this tool. The NTSB has more than 400 employees. Description of Requirement The NTSB has a requirement for: Line Item Number 0001: Quantity: 1 YEAR, Online Library Subscription. Period of Performance: 9/20/2026 – 9/19/2027. LATE QUOTATIONS MAY NOT BE CONSIDERED in accordance with FAR provision 52.212-1, Instructions to Offerors – Commercial Items. Quotes must be transmitted via email to: P. Therefore, the Contractor may choose to send their quotation in separate emails, if the combined file size of any email received by the NTSB email server will exceed 35MB. Contractors are encouraged to remove excess graphics from their quotations to ensure quotations remain under the file size limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your quotation at the email address of the contact specified above by the quotation due date.
