This is a SOURCES SOUGHT SYNOPSIS announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. UMSB Contracting has been tasked to solicit for and award a contract for Exterior Building Mural Painting in support of the 249th Engineering Battalion. UMSB Contracting has been tasked to solicit for and award a Firm-Fixed-Price (FFP) contract to furnish all labor, supervision, management, transportation, equipment, tools, materials, supplies, incidentals, and quality control necessary to prepare, paint, and complete an exterior mural on Building 1418, located at 9450 Jackson Loop, Fort Belvoir, Virginia 22060. The purpose of this announcement and the attached Draft Performance Work Statement (PWS) is to gather industry comments, suggestions, or questions before the official release of the solicitation. The NAICS code for this action is 238320 – Painting and Wall Covering Contractors. The 249th Engineer Battalion (Prime Power) intends to improve the exterior appearance of its headquarters at Building 1418 through the installation of a professionally painted exterior mural. The objective of this project is to create an enduring, visually appealing exterior mural that represents the unit's rich history, lineage, honors, and mission to service members, distinguished visitors, and guests, while protecting the existing substrate through commercial-grade exterior coatings. It is asked that interested parties respond to this sources sought synopsis with the following information: Please provide the following information: 1. Name of the firm point of contact, phone number, email address, CAGE code, SAM UEI number, small business status and socio-economic status as listed in the System for Award Management and the corresponding NAICS code. 2. Company's technical capability to perform a contract of this scope and complexity to include, but not limited to: (a). Comments on the attached scope of work. (b). Demonstrate your company has the resources, personnel, and equipment necessary to provide the requested calibration support services by providing 3 examples of comparable work performed within the past 3 years with a brief description of the project, customer names, contact information and dollar value of the projects. 3. A rough order of magnitude estimate for the entire action. 4. Other Considerations: Do you anticipate any logistical or labor hour challenges that the Government should account for in the final solicitation? Do you recommend conducting a pre-proposal site visit/walkthrough for all prospective bidders during the official solicitation phase, or is the provided scope of work sufficient for final pricing?
