Notice of Intent: Sole Source Tire Amnesty Event for Placer County, CA Overview The Bureau of Land Management (BLM) Mother Lode Field Office, in partnership with Placer County, intends to sponsor a Tire Amnesty Event. This event will allow residents of Placer County, California to dispose of tires freely, addressing concerns about illegal dumping and supporting environmental stewardship through proper tire disposal and community engagement. Sole Source Contract Announcement This notice informs the public of BLM¿s intent to award a sole source contract for waste hauling services associated with the Tire Amnesty Event in Placer County. The contract will be awarded in accordance with Federal Acquisition Regulation (FAR) 5.207 (c)(15) and will utilize Simplified Acquisition Procedures as authorized by RFO 6.103-1(b) under 10 U.S.C. 3204(a)(1). This statute authorizes sole source procurement when the property or services required are available only from one responsible source, or from a limited number of responsible sources, and no other type of property or services will satisfy the agency's needs. Justification for Sole Source Recology is the only authorized waste hauler in Placer County, and the Tire Amnesty Event will be held at their transfer facilities. Recology Auburn Placer is the exclusive provider for these services in the county, ensuring compliance with local regulations and facilitating the event at appropriate locations. Event Details The anticipated contract will be a firm fixed price agreement, scheduled between 09/01/2026 and 09/15/2026. The associated NAICS code for this requirement is 562111, which covers establishments primarily engaged in collecting and/or hauling nonhazardous solid waste, operating nonhazardous solid waste transfer stations, and collecting and/or hauling mixed recyclable materials within a local area. The size standard for this NAICS code is $47,000,000. The attached sole source justification is available for review. Currently, no solicitation documents exist for this procurement. Public Notification and Response Procedure This notice of intent is not a request for competitive quotes or offers, and no solicitation package is available. The government retains sole discretion regarding whether to compete with this proposed contract. Firms that believe they have the capability to provide these services must submit information in writing, demonstrating clear and convincing evidence of their ability to fulfill the requirements. Information received will be considered solely for the purpose of determining whether a competitive requirement should be implemented.
